RESOLUTION AUTHORIZING A LETTER IN SUPPORT OF THE DISEASE INTERVENTION SPECIALIST GRANT APPLICATION OF COALITION ON AIDS IN PASSAIC COUNTY, INC. (CAPCO), PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Health Services (“Department”) is responsible for protecting and promoting the health of approximately 525,000 residents of the County; and
WHEREAS, the New Jersey Department of Health, Division of HIV, STD and TB Services (“NJDOH-DHSTS”) administers grant funding opportunities for the provision of various services, including funding for disease intervention specialist (“DIS”) services, including disease investigation and intervention activities with respect to sexually transmitted infections; and
WHEREAS, the Coalition on AIDS in Passaic County, Inc. (“CAPCO”) is a New Jersey nonprofit organization that provides disease intervention specialist program services across Bergen County and Passaic County, with the end goal of reducing new syphilis diagnoses by identifying residents of these two counties who may have been exposed to syphilis via sexual or needle-sharing partners and linking them to STI screening and treatment; and
WHEREAS, CAPCO has informed the County of its intention to apply to NJDOH-DHSTS for a renewal of its DIS grant, and has requested that the County provide a letter in support of its application; and
WHEREAS, the Director of the Department has requested that the Board authorize the Department to prepare and execute a letter in support of CAPCO’s DIS program grant renewal application to NJDOH-DHSTS; and
WHEREAS, this matter was discussed at the June 10, 2025, Health and Human Services Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1 et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the Director of the Department of Health to prepare and execute a letter supporting CAPCO’s application to NJDOH-DHSTS for a renewal of its DIS program grant.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Health Department/Health Officer, and Director of the Board are authorized to take any other action necessary to carry out the purpose of this Resolution.
