RESOLUTION AUTHORIZING THE ADVERTISEMENT AND SCHEDULING OF A PUBLIC HEARING AND MEETING ON THE PASSAIC COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT FY-2026 APPLICATION, PURSUANT TO CFR SECTION 91.105

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et. seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”), on September 9, 2008, passed Resolution R-08-760 which adopted the Passaic County Citizen Participation Plan (hereafter “Plan”) under 24 CFR 91.105, for the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Board, on August 16, 2016, adopted Resolution R-2016-701 amending the Plan for the CDBG Program to comply with recent US Housing and Urban Development (hereafter “HUD”) regulations to include the Affirmatively Furthering Fair Housing Final Rule requirements found at 24 CFR 91.105 and 24 CFR 5; and
WHEREAS, the Plan was further amended by Resolution R-2017-0505 on July 12, 2017, to comply with added outreach requirements for Broadband access and emergency management supplemented to 24 CFR 91.105; and
WHEREAS, the Plan was further amended by Resolution R-2020-0438 on May 19, 2020, to incorporate language related to community access to program information and to permit public hearings to be held electronically in times of emergency as well as follow HUD guidance on shortened public review times during times of emergencies; and
WHEREAS, the Department of Planning and Economic Development (hereinafter “Department”) seeks to have a virtual public hearing via WebEx and a simultaneous in-person public hearing at 401 Grand Street, Paterson, NJ, Room 417 and at WebEx Link on the CDBG FY 2026 applications and awards on March 4, 2026, at 1:00 p.m.: and
WHEREAS, the Department seeks approval to hold a hybrid public hearing/meeting on March 4, 2026, and to advertise the in-person and virtual hearing/meeting in a newspaper of local circulation, announcing the public meeting to discuss the FY 2026 CDBG application; and
WHEREAS, this matter was discussed at the January 29, 2026, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to CFR 91.105, that the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the action of the Department of Planning and Economic Development as set forth above; and
LET IT BE FURTHER RESOLVED, that the Board hereby authorizes the advertisement of the March 4, 2026, in-person and virtual public hearing/meeting, at 1:00 p.m., at 401 Grand Street, Paterson, NJ 07505, Room 417 and via the WebEx link as detailed above and in the attached public notice.
