RESOLUTION ACCEPTING THE FOURTH ALLOCATION OF COMMUNITY SERVICES BLOCK GRANT NON-DISCREIONARY FUNDS FROM THE NEW JERSEY DEPARTMENT OF COMMUNITY AFFAIRS, DIVISION OF HOUSING AND COMMUNITY RESOURCES, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, on September 9, 2025, the Board adopted Resolution No. R-25-824, accepting Community Services Block Grant Non-Discretionary (“CSBG-ND”) funds from the New Jersey Department of Community Affairs, Division of Housing and Community Resources (“DCHR”), in the amount of one hundred nine thousand seven hundred and fifty dollars ($109,750.00), representing the first allocation of CSBG-ND funds to the County for the period from January 1, 2026, to September 9, 2027; and
WHEREAS, on May 26, 2026, the Board adopted Resolution No. R-26-0453, accepting CSBG-ND funds from the DCHR in the amount of one hundred thirty-three thousand four hundred and fifty-two dollars ($133,452.00), representing the second and third allocations of CSBG-ND funds to the County for the period from January 1, 2026 to September 9, 2027, and bringing the total amount of CSBG-ND funds accepted by the County for such period to two hundred forty-three thousand two hundred and two dollars ($243,202.00); and
WHEREAS, the Director of the Department is requesting that the Board authorize the County’s acceptance of CSBG-ND funds from the DCHR in the amount of eighty-four thousand seven hundred and thirty-one dollars ($84,731.00), representing the fourth allocation of CSBG-ND funds to the County for the period from January 1, 2026 to September 9, 2027, which would bring the total amount of CSBG-ND funds accepted by the County for such period to three hundred twenty-seven thousand nine hundred and thirty-three dollars ($327,933.00); and
WHEREAS, this matter was discussed at the July 29, 2026, meeting of the Health and Human Services Committee, and is being recommended to the Board for approval.
NOW THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic hereby authorizes the acceptance of Community Services Block Grant Non-Discretionary funds from the New Jersey Department of Community Affairs, Division of Housing and Community Resources, in the amount of the amount of eighty-four thousand seven hundred and thirty-one dollars ($84,731.00), representing the fourth allocation of CSBG-ND funds to the County for the period from January 1, 2026 to September 9, 2027, and bringing the total amount of CSBG-ND funds accepted by the County for such period to three hundred twenty-seven thousand nine hundred and thirty-three dollars ($327,933.00).
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Department, and Director of the Board are hereby authorized to take any other steps necessary to carry out the purpose of this resolution.
