RESOLUTION EXERCISING THE THIRD ONE-YEAR OPTION TO RENEW TO MONARCH HOUSING ASSOCIATES, INC. UNDER RFP-23-016, PLANNING AND COORDINATION OF HUD CONTINUUM OF CARE ACTIVITIES, PURSUANT TO N.J.S.A. 40A:11-4.1, ET.SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereinafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for the County’s disadvantaged and homeless citizens; and
WHEREAS, the Board approved an original award to Monarch Housing Associates, Inc. by Resolution No. R-23-0451, dated May 9, 2023, the first option year by Resolution R-24-564, dated June 25, 2024, and the second option year by Resolution R-25-642, dated July 15, 2025, to provide a full range of planning and coordination services to manage the Continuum of Care Program in the total amount of $107,000.00 per year, under RFP-23-016; and
WHEREAS, the Director of the Department is requesting that the third one-year option to renew under RFP-23-016 be exercised to Monarch Housing Associates, Inc. in the amount of one hundred seven thousand and 00/100 ($107,000.00) for a term of August 1, 2026, to July 31, 2027; and
WHEREAS, funds are available in Account No. 6-01-30-204-006-213, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2026 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the May 27, 2026, meeting of the Health and Human Services Committee is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1 et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby exercises the third one-year option to renew under RFP-23-016 to Monarch Housing Associates, Inc. to provide a full range of planning and coordination services to manage the Continuum of Care Program for a term of August 1, 2026 to July 31, 2027 in the total amount of $107,000.00; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Board, and Director of the Department are authorized to take any action necessary to carry out the purpose of this Resolution.
