RESOLUTION AUTHORIZING THE CITY OF PATERSON TO AMEND THE PROJECT SCOPE OF THEIR 2024 OPEN SPACE GRANT AWARD BY REMOVING THE VIETNAM VETERANS PARK FROM THE ORIGINAL PROJECT SCOPE AND REALLOCATE $143,750.00 OF URBAN ENTERPRISE ZONE FUNDING TO COVER THE COSTS OF THE PROPOSED RENOVATIONS.

                     WHEREAS, the Board of County Commissioners of the County of Passaic (hereafter “Board”) created an Open Space, Farmland and Historic Preservation Trust Fund Program (hereafter “Program”) in conformity with the will of the voters in the 1996 election, as authorized by N.J.S.A. 40:12-15.2; and

                     WHEREAS, the purpose and goals of the above is to achieve, in partnership with others, a system of interconnected open spaces, whose protection will preserve and enhance New Jersey’s natural environment and its historic, scenic, and recreational resources for public use and enjoyment; and

                     WHEREAS, pursuant to the mandates of the Program, the said Board did approve and appoint an Open Space, Farmland and Historic Preservation Trust Fund Advisory Committee (hereafter “the Committee”) to study the open space issue and make recommendations concerning the distribution of funds to worthy applicants; and

                     WHEREAS, the City of Paterson (hereafter “the City”) was originally awarded two hundred thousand and 00/100 ($200,000.00) dollars in 2024 Open Space Park Development Program to be used at the projects at the following locations:  

                     Ralph DiMarcantonio Park

                     Hayden Heights Park

                     Vietnam Veterans Park

                     WHEREAS, the City has stated that the formerly awarded Vietnam Veterans Park improvements will instead be using approximately one hundred forty-three thousand seven hundred fifty and 00/100 ($143,750.00) dollars of Urban Enterprise Zone funding to cover the costs of the proposed renovations; and

                     WHEREAS, the revised 2024 Open Space Award will be as follows:

                     Ralph DiMarcantonio Park - $100,000

                     Hayden Heights Park - $100,000

                     Paterson Total Award:  $200,000

 

                     WHEREAS, the estimated completion of the Ralph DiMarcantonio Park and Hayden Heights Park projects is November 2026; and

                     WHEREAS, the City anticipates construction of improvements at the Vietnam Veterans Park to begin in September 2026 and project completion in November 2026; and                     

                     WHEREAS, the Board is desirous of approving this request, because the proposal furthers the intent and purpose of the County’s Open Space Program; and

                     WHEREAS, the matter was discussed at the April 30, 2026, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and

                     NOW, THEREFORE, LET IT BE RESOLVED, for the reasons set forth above, the Board of County Commissioners of the County of Passaic hereby authorizes the City of Paterson to amend the project scope of their 2024 Open Space Grant Award in the amount of $200,000 by removing the Vietnam Veterans Park and use $143,750.00 of Urban Enterprise Zone Funding to cover the costs of the proposed renovations with completion dates of the projects in November 2026; and

                     LET IT BE FURTHER RESOLVED that the Director and Clerk are hereby authorized to execute the appropriate agreements in connection with the above.
