RESOLUTION EXERCISING THE SECOND ONE-YEAR OPTION TO VARIOUS AGENCIES TO PROVIDE FOOD DISTRIBUTION SERVICES TO PASSAIC COUNTY RESIDENTS IN CALENDAR YEAR 2026, FROM JANUARY 1, 2026, TO DECEMBER 31, 2026, UNDER RFP-24-010, PURSUANT TO N.J.S.A. 40A:11-4.1, ET.SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereinafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for the County’s disadvantaged and homeless citizens; and
WHEREAS, the Director of the Department is requesting a resolution to exercise the second option year to renew under RFP 24-010 to CUMAC ECHO, Inc. to provide food distribution services to County of Passaic residents for an amount not to exceed seventy-three thousand five hundred and 00/100 ($73,500.00) dollars for calendar year 2026, from January 1, 2026 to December 31, 2026; the original award was authorized under R-24-41, dated February 2, 2024; the first option year award was authorized under R-24-1205, dated December 30, 2024;
WHEREAS, the Director of the Department is also requesting a resolution to extend the second option year to renew under RFP 24-010 to CUMAC ECHO, Inc. and New Hope Community Ministries, a NJ non-profit corporation, to provide food pantry services to Passaic County residents in the amount not to exceed twelve thousand five hundred and 00/100 ($12,500.00) dollars each for calendar year 2026, from January 1, 2026 to December 31, 2026; and
WHEREAS, the awards are as follows:
CUMAC ECHO, Inc. - $73,500.00;
CUMAC ECHO, Inc. - $12,500.00;
New Hope Community Ministries - $12,500.00 for a total award amount of $98,500.00; and
WHEREAS, funds are available in Account No. 6-01-27-160-001-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2025 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendors executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the December 2, 2025, meeting of the Health and Human Services Committee is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1 et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes exercising the second one-year option to renew under RFP-24-010 to CUMAC ECHO, Inc. to provide food distribution services to County of Passaic residents for an amount not to exceed $73,500.00 for calendar year 2026 and to exercise the second option year to renew under RFP-24-010 to CUMAC ECHO, Inc. and New Hope Community Ministries for an amount not to exceed $12,500.00 each for calendar year 2026 for the total amount of $98,500.00; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Board, and Director of the Department are authorized to take any action necessary to carry out the purpose of this Resolution.
