RESOLUTION TO AMEND RESOLUTIONS R-23-0220, DATED MARCH 14, 2023, R-23-0818, DATED SEPTEMBER 5, 2023, R-26-0165, DATED FEBRUARY 24, 2026, AND R-26-0273, DATED APRIL 14, 2026 TO INCREASE THE AWARD AMOUNT RECEIVED FROM THE STATE OF NEW JERSEY, DEPARTMENT OF COMMUNITY AFFAIRS FOR THE DATA-DRIVEN DECISION MAKING: ORGANIZATIONAL ENHANCEMENT PROGRAM.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter the “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, the Director of the Department is requesting a resolution to amend existing resolutions R-23-0220, dated March 14, 2023, R-23-0818, dated September 5, 2023, R-26-0165, dated February 24, 2026, and R-26-0273, dated April 14, 2026 to increase the award amount received from the State of New Jersey, Department of Community Affairs for the Data-Driven Decision Making: Organizational Enhancement Program from $334,167.33, through the addition of $202,652.67 in new funds, thereby raising the total award to $536,820.00; and
WHEREAS, the additional funds of $202,652.67 are not eligible for Phase II programmatic use and must be returned to the New Jersey Department of Community Affairs once HUD funding is released in eLOCCS; and
WHEREAS, a letter dated April 25, 2026, from the State of New Jersey Department of Community Affairs is attached; and
WHEREAS, this matter was discussed at the May 27, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic hereby authorizes amendment of R-23-0220, dated March 14, 2023, R-23-0818, dated September 5, 2023, R-26-0165, dated February 24, 2026, and R-26-0273, dated April 14, 2026 to increase the award amount received from the State of New Jersey, Department of Community Affairs for the Data-Driven Decision Making: Organizational Enhancement Program from $334,167.33, through the addition of $202,652.67 in new funds, thereby raising the total award amount to $536,820.00; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
