RESOLUTION QUALIFYING AND AWARDING GOTLIEB HEARING CENTER, LLC TO PROVIDE AUDIOLOGICAL SERVICES TO PREAKNESS HEALTHCARE FOR CALENDAR YEAR 2024, PURSUANT TO N.J.S.A. 40A:11-5, ET.SEQ. AND RFQ-24-018

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioner of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, Preakness Healthcare Center (hereafter “Preakness”) is a New Jersey Department of Health licensed, 406-bed skilled nursing facility that is owned and operated by the Board, and is in need of audiological services for Preakness residents; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5, et,seq. on September 18, 2023, the Passaic County Purchasing Agent issued RFQ-24-018 Audiologist for Preakness Healthcare Center (RFQ-24-018) seeking qualifications for a pool of qualified audiologists; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.7, the County’s request for qualification is a fair and open process, specifically, the request for qualification for the pool of audiologists for calendar year 2024 is publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitations, and publicly opened and announces when awarded; and
WHEREAS, on September 29, 2023, the Purchasing Agent unsealed responses to RFQ-24-018 and only Gotlieb Hearing Center, LLC submitted a responsive proposal; and
WHEREAS, the Executive Director of Preakness is recommending to qualify and award a Contract to Gotlieb Hearing Center, LLC, in an amount not to exceed $5,000.00 to provide audiological services to Preakness, as needed during calendar year 2024, January 1, 2024 through December 31, 2024, ; and
WHEREAS, funds are available in Account No. 4-01-27-172-001-213, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the January 16, 2024, Health, and Human Services Committee meeting, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A-11-5(1)(a)(i), the Board of County of Commissioners of the County of Passaic qualifies and awards Gotlieb Hearing Center, LLC to provide audiological services to Preakness Healthcare Center in an amount not to exceed $5,000.00, as needed during the calendar year 2024, January 1, 2024 to December 31, 2024 , in accordance with the vendor’s response to RFQ-24-018.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Executive Director of Preakness, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
LET IT BE FURTHER RESOLVED, that Resolution No. R-23-0978, dated October 24, 2023, is hereby rescinded.
