RESOLUTION QUALIFYING VARIOUS RESPONDENTS AND AWARDING A CONTRACT TO SECURITY TRANSPORT SERVICES, INC. TO PROVIDE PRISONER TRANSPORTATION SERVICES FOR THE PASSAIC COUNTY PROSECUTOR’S OFFICE, RFQ-27-010 AND RFQ-27-032, PURSUANT TO N.J.S.A. 40A:11-5, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Prosecutor’s Office (hereinafter “PCPO”) desires to contract with an outside vendor to transport prisoners for the PCPO; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5, et seq., on July 23, 2026, the Purchasing Agent issued RFQ-27-010, Prisoner Transportation Services, seeking qualifications for a pool of outside vendors who are licensed to transport prisoners for calendar year 2027 on an as-needed basis; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5, et seq., on August 6, 2026, the Purchasing Agent issued RFQ-27-032, Expand Pool Prisoner Transportation Services, seeking qualifications for an expanded pool of outside vendors who are licensed to transport prisoners for calendar year 2027 on an as-needed basis; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, the request for qualifications for a pool of outside prisoner transportation vendors for calendar year 2027 is publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, the responses submitted to RFQ-27-010 and RFQ-27-032, which were reviewed by the PCPO, include two vendors, Security Transport Services, Inc., and U.S. Corrections, LLC, and each are being recommended to the Board for qualification under RFQ-27-010 and RFQ-27-032; and
WHEREAS, the PCPO also wishes to award a contract to Security Transport Services, Inc. for the period of January 1, 2027, through December 31, 2027, with an appropriation not to exceed twenty-five thousand dollars ($25,000.00) to be used on an as needed basis; and
WHEREAS, the funds are in the 2027 PCPO Operating Budget or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2027 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was reviewed at the September 1, 2026, meeting of the Public Safety Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5 et seq., the Board of County Commissioners of the County of Passaic qualifies Security Transport Services, Inc. and U.S. Corrections, LLC to perform prisoner transport services in 2027 under RFQ-27-010 and RFQ-27-032.
LET IT BE FURTHER RESOLVED, the Board further authorizes a contract with Security Transport Services, Inc. for the period of January 1, 2027, through December 31, 2027, with an appropriation not to exceed twenty-five thousand dollars ($25,000.00) to be used on an as needed basis.
LET IT BE FURTHER RESOLVED, the Clerk to the Board shall publish, on the public notices page of the County’s website, a brief notice stating the nature, duration, service, and amount of the contract to Security Transport Services, Inc. and maintain a copy of the resolution on file and available for public inspection in the Office of the Clerk to the Board.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board of County Commissioners of the County of Passaic are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
