RESOLUTION AMENDING RESOLUTION NO. R-25-629 AUTHORIZING THE DEPARTMENT OF HEALTH SERVICES TO APPLY FOR AND ACCEPT A LINCS PROGRAM GRANT TO FURTHER DEVELOP THE EMERGENCY PREPAREDNESS AND RESPONSE PLAN, TO REFLECT AN INCREASE IN THE TOTAL GRANT AWARD

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Health Services (“Department”) is responsible for protecting and promoting the health of approximately 525,000 residents from 16 municipalities in the County; and
WHEREAS, on July 15, 2025, the Board approved Resolution No. R-25-629, authorizing the Department to apply for and accept funding under the New Jersey Department of Health’s Public Health Emergency Preparedness - LINCS Grant Program, to further develop the Emergency Preparedness and Response Plan, including practices and procedures for addressing bio-terrorism, pandemic, flu and other public health threats, in the amount of three hundred thirty-four thousand forty-eight dollars ($334,048.00), during the grant period beginning on July 1, 2025 and ending on June 30, 2026; and
WHEREAS, the Department of the Department/Health Officer has advised that the New Jersey Department of Health has recently increased the above-described grant amount by seventy-nine thousand seven hundred eighty-four dollars ($79,784.00), and requesting that Resolution No. R-25-629 be amended to reflect the increased total grant amount of four hundred thirteen thousand eight hundred thirty-two dollars ($413,832.00), during the grant period beginning on July 1, 2025 and ending on June 30, 2026; and
WHEREAS, this matter was discussed at the October 21, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic hereby amends Resolution No. R-25-629 only to increase the amount of the LINCS Program grant award to be accepted by the County by seventy-nine thousand seven hundred eighty-four dollars ($79,784.00), resulting in a new total grant amount of four hundred thirteen thousand eight hundred thirty-two dollars ($413,832.00), during the grant period beginning on July 1, 2025 and ending on June 30, 2026.
LET IT BE FURTHER RESOLVED, that all other terms and conditions set forth in Resolution No. R-25-629, to the extent not inconsistent with this Resolution, are hereby ratified and shall remain in full force and effect.
LET IT BE FURTHER RESOLVED, that the Director of the Board, Clerk to the Board, County Counsel, and Department Director/Health Officer are authorized to take any action necessary to carry out the purpose of this Resolution.
