RESOLUTION AUTHORIZING THE PURCHASE OF AN ON-SITE AGREEMENT WITH SMITH DETECTION, INC., FOR NINE (9) HIGH SCAN X-RAY MACHINES LOCATED AT VARIOUS LOCATIONS AT THE PASSAIC COUNTY COURT HOUSE FOR SECURITY PURPOSES, PURSUANT TO N.J.S.A. 40A:11-12 ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40:11-12, et seq., the County may, without advertising for bids, or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract or contracts for such goods or services entered into on behalf of the State of New Jersey by the Division of Purchase and Property in the Department of Treasury; and
WHEREAS, Smiths Detection, Inc. submitted competitive pricing for T0115 - Scientific Equipment Accessories Supplies and Maintenance Statewide, Master Blanket Purchase Order 17-FLEET-01043, to the State of New Jersey, Division of Purchase and Property in the Department of Treasury; and
WHEREAS, Smiths Detection, Inc. provided a quote to the Passaic County Sheriff’s Office, attached to and made part of this resolution, for an on-site service agreement for the nine (9) high scan x-ray machines located at various entrances at the Passaic County Courthouse and Administration complex in the City of Paterson, in the amount of forty-seven thousand four hundred seventy-three dollars and twenty cents ($47,473.20) which is being recommended for approval by the Passaic County Sheriff’s Office; and
WHEREAS, from time-to-time State Contract and Cooperative Contract members change due to renewals or addition of essentially similar products; and
WHEREAS, funds are available Account No 6-01-22-130-001-213, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2026, or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the October 6, 2026, meeting of the Law and Public Safety Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, the Passaic County Board of Commissioners hereby authorizes a purchase from Smiths Detection, Inc. for an on-site service agreement for the nine (9) high scan x-ray machines located at various entrances at the Passaic County Courthouse and Administration complex in the City of Paterson, in the amount of forty-seven thousand four hundred seventy-three dollars and twenty cents ($47,473.20), as recommended by the Passaic County Sheriff’s Office.
LET IT BE FURTHER RESOLVED, that the above award to Smiths Detection, Inc. is contingent upon Smiths Detection, Inc. being awarded new contracts pursuant to N.J.S.A. 40A:11-12, in the year 2027.
LET IT BE FURTHER RESOLVED, that the Purchasing Agent, Clerk to the Board, and Director of the Board be and hereby are authorized and directed to take such further actions and sign such documents as are necessary to effectuate the purpose of this resolution, including but not limited to issuance of appropriate Purchase Orders
