RESOLUTION AUTHORIZING A PURCHASE FROM ATLANTIC UNIFORM CO. INC., FOR THE PURCHASE OF OUTER CARRIERS WITH BALLISTIC PLATES AND MOLLE POUCHES FOR THE PASSAIC COUNTY SHERIFF’S OFFICE, PURSUANT TO N.J.S.A. 40A: 11-12

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40:11-12, et seq., the County may, without advertising for bids, or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract or contracts for such goods or services entered into on behalf of the State of New Jersey by the Division of Purchase and Property in the Department of Treasury; and
WHEREAS, Atlantic Uniform Co. Inc., submitted competitive pricing for T0106 - Law Enforcement Firearms Equipment and Supplies, Master Blanket Purchase Order 17-FLEET-00763, to the State of New Jersey, Division of Purchase and Property in the Department of Treasury; and
WHEREAS, Atlantic Uniform Co. Inc., provided a quote to the Passaic County Sheriff’s Office, attached to and made part of this resolution, for the purchase of outer carriers with ballistic plates and molle pouches for the Crisis Negotiations Unit, in the amount of twenty-three thousand seven hundred seven dollars and ten cents ($23,707.10) which is being recommended for approval by the Passaic County Sheriff’s Office; and
WHEREAS, funds are available in Account No. 5-01-22-130-002-223, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution
WHEREAS, this matter was discussed at the October 21, 2025 meeting of the Law and Public Safety Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, the Passaic County Board of Commissioners hereby awards a contract to Atlantic Uniform Co. Inc., for the purchase outer carriers with ballistic plates and molle pouches for the Crisis Negotiations Unit, in the amount of twenty-three thousand seven hundred seven dollars and ten cents ($23,707.10), as recommended by the Passaic County Sheriff’s Office.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Passaic County Board of County Commissioners are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
