RESOLUTION AUTHORIZING AGREEMENT WITH EXCELL CLINICAL LABORATORY, INC. FOR PROVISION OF HEALTH SCREENING SERVICES AT SMAC BLOOD TEST EVENT IN WEST MILFORD, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Health Services (“Department”) is responsible for protecting and promoting the health of approximately 525,000 residents of the County; and
WHEREAS, pursuant to a shared services agreement between the County and the Township of West Milford (“Township”), the Department serves as the public health agency for the Township; and
WHEREAS, at the request of the Township, the Department is organizing a health screening event to be held at the West Milford Municipal Building at 1480 Union Valley Road in West Milford on January 26, 2026 (“Event”), which will allow residents to receive Sequential Multiple Analyte Chemistry (“SMAC”) blood tests and other health screening services; and
WHEREAS, because the Department itself lacks the resources to provide SMAC tests, the Director of the Department is seeking authorization to enter into a health screening event agreement with Excell Clinical Laboratory, Inc. (“Excell”), attached hereto and made a part of this Resolution, pursuant to which Excell will provide SMAC tests and other health screening services to residents at the Event, with the cost of such screening services to be paid for by the individuals receiving such tests, or their health insurance; and
WHEREAS, this matter was discussed at the December 2, 2025, meeting of the Health and Human Services Committee and being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby authorizes the execution of the attached health screening event agreement with Excell Clinical Laboratory, Inc. concerning the provision of SMAC blood tests and other health screening services at the Event.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Department, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
