RESOLUTION AUTHORIZING A SUBSTANTIAL AMENDMENT TO THE PASSAIC COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT 2019 ACTION PLAN FOR CV-1 AND CV-3 TO FUND THE CREATION OF A PUBLIC HEALTH CLINIC IN WEST MILFORD, AS AUTHORIZED BY 24 CFR SECTION 91.105.

WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”), adopted Resolution R-2017-0630 on July 18, 2017, which created the Passaic County Citizen Participation Plan (hereafter “Plan”) under 24 CFR, Section 91.105, for the community at large; and
WHEREAS, the Plan, and adopted amendments, allows for a five (5) day period of review of the action to be taken by the Board on the substantial amendment to the 2019 Community Development Block Grant (hereafter “CDBG”) Action Plan for CV-1 and CV-3 to recommend funding from the CDBG CV-1 and CV-3 program years for the creation of a public health clinic in the Township of West Milford; and
WHEREAS, the Passaic County Department of Planning and Economic Development (hereafter “Department”) has reviewed the scope of work for the creation of a public health clinic in the Township of West Milford which includes installation of HVAC, generator, purchase of fixtures, furnishings, equipment and supplies to establish the clinic including salaries for staff and considers the project to be in the best interest of the residents of Passaic County and recommends the reprogramming of funds from CDBG CV-1 and CV-3; and
WHEREAS, the Department published a public notice in the Record/Herald and in El Especialito announcing the proposed Substantial Amendment of the 2019 CDBG Action Plan for CV-1 and CV-3, the placement of the proposed Substantial Amendment on public display for a five (5) day period, and the reprogramming of unobligated funding of $210,840.00 from CDBG CV-1 and $248,817.00 from CDBG CV-3 for a total of $459,657.00 to fund the project; and
WHEREAS, funds are available in Account No. G-01-41-773-020-SUB CDBG CV-1 and G-01-41-773-020-PE1 CDBG CV-3 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, no comments were received from the public during the five-day public comment period; and
WHEREAS, this matter was discussed at the County Commissioner Planning and Economic Development Committee meeting on March 27, 2024 and was recommended to the full Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to 24 CFR 91.105, that the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the action of the Department of Planning and Economic Development as set forth above; and
LET IT BE FURTHER RESOLVED, that the Board hereby authorizes the Department to implement a substantial amendment to the CDBG FY 2019 Annual Action Plan for CV-1 and CV-3 funding as detailed above to fund the creation of a public health clinic in the Township of West Milford.
