RESOLUTION MAKING VARIOUS APPOINTMENTS TO THE PASSAIC COUNTY HUMAN SERVICES ADVISORY COUNCIL, PURSUANT TO N.J.A.C. 10:2-1.1, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.A.C. 10:2-1.1(a), a County Human Services Advisory Council is a county-based planning, advisory, and advocacy organization dedicated to meeting the human service needs of the local community; and seeks to facilitate, coordinate, and enhance the delivery of human services through collaborative relationships within the county, and among the counties and private and State agencies; and
WHEREAS, pursuant to N.J.A.C. 10:2-1.1(b) and (d), the Board is responsible for making appointments to the Passaic County Human Services Advisory Council, which shall be comprised of provider representatives, consumers of human services, and other concerned individuals and its membership shall be generally reflective of the demographic characteristics of their respective county populations; and
WHEREAS, appointments to the Passaic County Human Services Advisory Council shall be made in accordance with N.J.A.C. 10:2-1.3 and members shall be appointed for staggered terms to ensure that no member subject to term limits holds more than two (2) consecutive three-year terms, but after serving six (6) years, a member can be reappointed after a period of one (1) year has elapsed; and
WHEREAS, the County Commissioner or County Executive, County welfare agency director or equivalent, department representative, or departments’ division representative are not subject to term limits and at the County’s discretion, consumers, consumer advocates and family members may also be exempted from term limits; and
WHEREAS, on May 21, 2024, the Board approved Resolution No. R-24-403, appointing various members to the Passaic County Human Services Advisory Council for a three-year term ending on December 31, 2026, including Duwan Bogert, Luis Tamayo, and Sybil Schreiber; and
WHEREAS, the Director of Human Services is recommending that the Board make the following appointments to replace the three aforementioned individuals on the Passaic County Human Services Advisory Council for their unexpired terms, as follows:

WHEREAS, this matter was discussed at the May 14, 2025 Administration and Finance Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.A.C. 10:2-1.1, et seq. the Board of County Commissioners of the County of Passaic appoints various members to the Passaic County Human Services Advisory Council as follows:

LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Administrator, Director of Human Services, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
