RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE OUTDOOR RECREATION LEGACY PARTNERSHIP (ORLP) PROGRAM, ADMINISTERED BY THE NATIONAL PARK SERVICE, FOR FUNDING IN AN AMOUNT OF UP TO $6,000,000.00 FOR IMPROVEMENTS AT LAMBERT CASTLE, AND AUTHORIZING THE COUNTY TO PROVIDE THE REQUIRED ONE-TO-ONE (1:1) LOCAL MATCH, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Department of Cultural & Historic Affairs has requested approval to authorize the submission of a grant application to the Outdoor Recreation Legacy Partnership (hereinafter “ORLP”) Program, administered by the National Park Service, for funding in an amount of up to $6,000,000.00; and
WHEREAS, the ORLP Program requires a one-to-one (1:1) local matching contribution, which the County of Passaic is prepared to provide; and
WHEREAS, the Outdoor Recreation Legacy Partnership Program provides funding for the acquisition and development of public outdoor recreation spaces that serve urban and underserved communities; and
WHEREAS, the proposed grant application will support improvements at Lambert Castle, including restoration and rehabilitation efforts that enhance public access, visitor amenities, outdoor recreation opportunities, and the long-term preservation of this significant historic and cultural resource; and
WHEREAS, this project aligns with the County's ongoing investment in preserving Lambert Castle while expanding its accessibility and use as a regional heritage, recreation, and tourism destination; and
WHEREAS, the Director of the Department of Cultural & Historic Affairs is requesting authorization to submit the grant application and, if awarded, to accept the grant funding and provide the required one-to-one local match in accordance with the program requirements; and
WHEREAS, this matter was discussed at the July 29, 2026, meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic authorizes a grant application to the ORLP Program, administered by the National Park Service, for funding in an amount of up to $6,000,000.00 for improvements at Lambert Castle.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Director of the Department of Cultural & Historic Affairs, and Director of the Board of County Commissioners are authorized execute any documents for the grant application and take any other steps necessary to carry out the purpose of this Resolution.
