RESOLUTION ACCEPTING UNIT BID PRICES TO FORGE SIGNWORKS, LLC, FOR ON-CALL PASSAIC COUNTY WAYFINDING SIGNAGE FABRICATION & INSTALLATIONS, PER BID C-26-014, PURSUANT TO N.J.S.A 40A: 11-1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and

WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold, shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and

WHEREAS, on August 25, 2026, the Purchasing Agent issued Bid No. C-26-014, County On-Call Wayfinding Program (hereafter “C-26-014”), seeking sealed proposals from qualified bidders for the fabrication and installation of wayfinding signage throughout Passaic County in support of the County’s countywide wayfinding program; and

WHEREAS, on September 16, 2026, the Purchasing Agent unsealed bid C-26-014 for On-Call Passaic County Wayfinding Signage Fabrication & Installation, and received one (1) bid response from Forge Signworks, LLC; and

WHEREAS, the Director of the Cultural & Historic Affairs is recommending an award of contract to Forge Signworks, LLC, for the On-Call Wayfinding Signage Fabrication & Installations in an amount not to exceed six hundred thousand dollars ($600,000.00) for a two-year contract period commencing on the date of this Resolution; and

WHEREAS, the County complied with the legal requirements as set forth under N.J.S.A. 40A:11-23 and the County is making the award of contract within sixty (60) days of the bid opening, as required under N.J.S.A. 40A:11-24(a); and

WHEREAS, funds are available in Account No. O-26-56-641-001-603 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution; and

WHEREAS, this matter was discussed at the September 9, 2026, Public Works Committee meeting and is being recommended to the Board for approval.

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4, et seq., that the Passaic County Board of County Commissioners hereby authorizes an award of contract to Forge Signworks LLC, the lowest responsible bidder under Bid No. C-26-014, in an amount not to exceed six hundred thousand dollars ($600,000.00), as recommended by the Director of the Passaic County Department of Cultural & Historic Affairs for a two year contract period commencing on the date of this Resolution; and

LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
