RESOLUTION AUTHORIZING A ONE-YEAR EXTENSION OF THE SHARED SERVICES AGREEMENT BETWEEN THE COUNTY OF PASSAIC AND THE TOWNSHIP OF WAYNE FOR THE MANAGEMENT OF THE WAYNE HISTORIC HOUSE MUSEUMS, PURSUANT TO N.J.S.A. 40A:65-1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the Uniform Shared Services and Consolidation Act, N.J.S.A. 40A:65-1, et seq., authorizes the County to enter into an agreement with any other local unit or units to provide or receive any service that each local unit participating in the agreement is empowered to provide or receive within its jurisdiction; and
WHEREAS, on December 8, 2020, the Board approved Resolution No. R20201081, authorizing a shared service agreement between the County of Passaic and the Township of Wayne whereby the County manages three (3) historic homes, the Van Riper-Hopper House, the Van Duyne House, and the Schuyler-Colfax House located in the Township of Wayne, for a three year term commencing January 1, 2021 through December 31, 2023; and
WHEREAS, on July 18, 2023, the Board approved Resolution No. R-23-0664, whereby the County approved the acquisition of the Schuyler-Colfax House from the Township of Wayne; and
WHEREAS, the Director of the Department of Cultural & Historic Affairs is recommending that the Board approve a one-year extension of the Shared Services Agreement between the County and Township of Wayne for the management of historic homes within Wayne with a period commencing January 1, 2024, through December 31, 2024; and
WHEREAS, the County will receive from the Township of Wayne fifty-two thousand dollars ($52,000.00) for services rendered by the County under the Shared Services Agreement; and
WHEREAS, this matter was discussed at the January 10, 2024 meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-1, et seq., the Board of County Commissioners of the County of Passaic authorizes the one-year extension of the Shared Services Agreement with the Township of Wayne for the management of historic house museums within the Township, for a period beginning January 1, 2024 through December 31, 2024.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, the Director of the Department of Cultural & Historic Affairs, County Counsel, and the Director of the Board are hereby authorized to execute all necessary agreements on behalf of the County of Passaic as prepared by the Office of County Counsel for said purpose.
