RESOLUTION AUTHORIZING A FIRST NO-COST TIME EXTENSION TO THE CITY OF CLIFTON FOR THE OPEN SPACE PARK DEVELOPMENT GRANT, SPERLING PARK 2023 PROJECT, TO ACCOUNT FOR SEASONAL DELAYS AND ALLOW FOR PROPER INSTALLATION AND POURING WORK FOR THE PLAYGROUND AND BASKETBALL COURT UNTIL DECEMBER 31, 2026

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and

 

WHEREAS, the Board of County Commissioners of the County of Passaic (hereafter “Board”) created an Open Space, Farmland and Historic Preservation Trust Fund Program (hereafter “Program”) in conformity with the will of the voters in the 1996 election, as authorized by N.J.S.A. 40:12-15.2; and

 

WHEREAS, the purpose and goals of the above is to achieve, in partnership with others, a system of interconnected open spaces, whose protection will preserve and enhance New Jersey’s natural environment and its historic, scenic, and recreational resources for public use and enjoyment; and

 

WHEREAS, pursuant to Resolution No. R-23-1023 dated October 24, 2023, the Board awarded funding under to the City of Clifton in an amount of two hundred fifty thousand dollars ($250,000.00) for the Sperling Park Improvements Project; and

 

WHEREAS, the City of Clifton has requested an extension until December 31, 2026, to account for seasonal delays and allow for proper installation and pouring work for the playground and basketball court; and

 

WHEREAS, the Board is desirous of authorizing a no-cost extension to the City of Clifton for the Sperling Park Improvements Project until December 31, 2026, to account for unforeseen seasonal delays as set forth above; and

 

WHEREAS, this matter was reviewed and discussed at the February 12, 2026, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and

 

NOW THEREFORE, LET IT BE RESOLVED that the Board of County Commissioners of the County of Passaic authorize a first no-cost time extension to the City of Clifton for the Sperling Park Improvements Project until December 31, 2026, to account for seasonal delays and allow for proper installation and pouring work for the playground and basketball court; and

 

LET IT BE FURTHER RESOLVED, that the County Commissioner Director and Clerk of the Board be and are hereby authorized to execute the necessary agreements to effectuate the extension referenced above.
