RESOLUTION AUTHORIZING AN INCREASE IN THE APPROPRIATION TO PITNEY BOWES INC. FOR POSTAGE METER RENTAL, SUPPLIES AND POSTAGE, PURSUANT TO N.J.S.A. 40A:11-12

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-12, the County may, without advertising for bids, or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract for such goods and services entered into on behalf of the State of New Jersey, Department of the Treasury, Division of Purchase and Property; and
WHEREAS, Verizon Wireless has been awarded State Contract No. 41258 for T0200 - Mailroom Equipment and Maintenance Various State Agencies, by the State of New Jersey, Department of the Treasury, Division of Purchase and Property; and
WHEREAS, by way of Resolution No. R-25-1225, dated December 29, 2026, the Board passed an omnibus purchasing resolution for calendar year 2026, which included a contract award to Pitney Bowes Inc. in the amount of one hundred thousand dollars ($100,000.00) for postage meter rentals, supplies and postage, in accordance with State Contract No. 41258; and
WHEREAS, the County Purchasing Agent is requesting an increase in the appropriation for the contract with Pitney Bowes Inc. by two hundred fifty thousand dollars ($250,000.00) for postage meter rentals, supplies and postage for various County departments in the 2026 calendar year pursuant to State Contract No. 41258, for a new total award of three hundred fifty thousand dollars ($350,000.00); and
WHEREAS, pursuant to N.J.S.A. 52:32-60.1, et seq., Pitney Bowes Inc. executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that it is not involved in prohibited activities in Russia and Belarus, and the County confirmed that Pitney Bowes Inc. is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in any account(s) that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and
WHEREAS, this matter was discussed at the July 1, 2026 Administration and Finance Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, the Board of County Commissioners of the County of Passaic authorizes an increase the appropriation for the County’s contract with Pitney Bowes Inc. by two hundred fifty thousand dollars ($250,000.00) for postage meter rentals, supplies and postage for various County departments in the 2026 calendar year pursuant to State Contract No. 41258, for a new total award of three hundred fifty thousand dollars ($350,000.00).
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Purchasing Agent, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
