RESOLUTION DESIGNATING FRANCILLIA MOLINA AS THE AFFIRMATIVE ACTION OFFICER, EQUAL EMPLOYER OPPORTUNITY OFFICER, AND PUBLIC AGENCY COMPLIANCE OFFICER FOR THE COUNTY OF PASSAIC, EFFECTIVE FEBRUARY 19, 2025, PURSUANT TO N.J.S.A. 40:20-1, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, on April 11, 2023, the Board passed Resolution No. R-23-0335, designating the then Passaic County Director of Human Resources, Cristi Mahabir, the Affirmative Action Officer, Equal Employer Opportunity (EEO) Officer, and Public Agency Compliance Officer (“PACO”) for the County, effective April 11, 2023; and
WHEREAS, Ms. Mahabir is no longer the Director of Human Resources, and it is necessary to appoint the current Director of Human Resources, Francillia Molina, as the Affirmative Action Officer, EEO Officer, and PACO for the County; and
WHEREAS, this matter was discussed at the February 26, 2025 Administration and Finance Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby designates Francillia Molina the Affirmative Action Officer, Equal Employer Opportunity Officer, and Public Agency Compliance Officer for the County of Passaic, effective February 19, 2025.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board shall forward a copy of this Resolution to the New Jersey Department of the Treasury, Division of Purchase and Property, Contract Compliance Unit, Equal Employer Opportunity Monitoring Program.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
