RESOLUTION AUTHORIZING A CLINICAL/EXTERNSHIP EDUCATION AFFILIATION AGREEMENT BY AND BETWEEN PREAKNESS HEALTHCARE CENTER AND FORTIS INSTITUTE, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, Preakness Healthcare Center (“Preakness”) is a New Jersey Department of Health licensed, 406-bed skilled nursing facility that is owned and operated by the Board; and
WHEREAS, Fortis Institute is organized and operated under the authority of the State of New Jersey Department of Education and provides post-secondary education to students; and
WHEREAS, students at Fortis Institute are required to complete an unpaid, supervised externship as part of the academic curriculum; and
WHEREAS, Preakness is able to accommodate students seeking an unpaid, supervised externship in medical records, more specifically in billing and coding; and
WHEREAS, the Executive Director of Preakness is seeking authorization to enter into a Clinical/Externship Education Affiliation Agreement with Fortis Institute, attached hereto and made part of this Resolution, whereby Preakness agrees to host students from Fortis Institute who wish to pursue an unpaid, supervised externship in billing and coding, beginning May 7, 2024; and
WHEREAS, this matter was discussed at the February 20, 2024, Health and Human Services Committee meeting and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby authorizes the attached Clinical/Externship Education Affiliation Agreement by and between Preakness Healthcare Center and Fortis Institute whereby Preakness will accommodate and supervise students from Fortis Institute wishing to pursue an unpaid externship in medical records, more specifically in billing and coding, commencing on May 7, 2024.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Executive Director of Preakness, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
