RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO RAPID PUMP & METER SERVICE CO. LLC, FOR THE REPAIR AND MAINTENANCE OF COUNTY GENERATORS, VACTOR SERVICES/PUMPS, AND WELL SERVICE, IN ACCORDANCE WITH THE BERGEN COUNTY CO-OP BC-BID-24-21, PURSUANT TO N.J.S.A. 40A:11-10.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Passaic Board of County Commissioners (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, by virtue of Resolution R20170119, the County entered into the Bergen County Cooperative Contract Purchasing System # 11-BCCPS, which awarded a contract for Pump and Meter Repair Services, Bid No. BC-BID-24-21, to multiple vendors, including Rapid Pump & Meter Service, Co., LLC; and
WHEREAS, the Superintendent of Buildings and Grounds is recommending that the Board authorize an award of contract to Rapid Pump & Meter Service, Co., LLC, to repair and maintain all County generators and provide vactor services/pumps and well services for the County under Contract BC-BID-24-21 through the Bergen County Coop Bid, in an amount not to exceed two hundred thousand dollars ($200,000.00) for a period commencing August 1, 2026 and expiring December 31, 2026; and
WHEREAS, funds are available in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the July 29, 2026 meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, that the Board of County Commissioners of the County of Passaic authorizes the award of contract to Rapid Pump & Meter Service, Co., LLC, to repair and maintain all County generators and provide vactor services/pumps and well services for the County under Contract BC-BID-24-21 through the Bergen County Coop Bid, in an amount not to exceed two hundred thousand dollars ($200,000.00) for a period commencing August 1, 2026 and expiring December 31, 2026.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Director of the Board are authorized to execute the contracts and take any other steps necessary to carry out the purpose of this resolution.
