RESOLUTION REJECTING ALL BIDS RECEIVED FOR ON-CALL INTERNAL AND EXTERNAL PAINTING & RELATED REPAIRS FOR HISTORIC SITES WITHIN THE COUNTY OF PASSAIC, PER BID SB-26-039, PURSUANT TO N.J.S.A. 40A:11-13.2 (d), ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, on June 16, 2026, the Purchasing Agent issued Bid No. SB-26-039, On-Call Internal and External Painting & Related Repairs for Historic Sites within the County of Passaic (hereafter “C-26-007”) seeking sealed proposals from qualified bidders to provide pricing for internal and external painting and related repairs for historic sites operated and managed by the County; and
WHEREAS, on June 30, 2026, the Purchasing Agent unsealed responses to SB-26-039; and
WHEREAS, pursuant to N.J.S.A. 40A:11-13.2(d) the Board may reject all bids wherein the contracting unit must substantially revise the specifications for the goods and services; and
WHEREAS, the Director of the Department of Cultural & Historic Affairs wishes to substantially revise the specifications for the project bid under SB-26-039, and is recommending that the bids be rejected in accordance with the law; and
WHEREAS, this matter was discussed at the July 29, 2026 meeting of the Public Works Committee, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A 40A:11-13.2(d) that the Board of County Commissioners of the County of Passaic rejects all the bids received under SB-26-039, On-Call Internal and External Painting & Related Repairs for Historic Sites within the County of Passaic, as recommended by the Director of the Department of Cultural & Historic Affairs.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Board of County Commissioners, Director of the Department of Cultural & Historic Affairs, and Purchasing Agent are authorized to take any other steps necessary to carry out the purpose of this Resolution.
