RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO ADVANCED INFRASTRUCTURE DESIGN, INC. TP CONDUCT A COUNTYWIDE PAVEMENT CONDITION ASSESSMENT PROJECT, PURSUANT TO N.J.S.A. 40A:11-5(1)(a)(i)

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-5(1)(a)(i), any contract the amount of which exceeds the bid threshold, may be negotiated and awarded by the Board without public advertising for bids and bidding thereof and shall be awarded by resolution of the Board if, it is for the provision or performance of professional services; and

 

WHEREAS, on December 29, 2025, the Board approved Resolution No. R-25-1271, authorizing the acceptance of a grant from the New Jersey Department of Transportation (hereafter “NJDOT”) in the amount of three hundred thousand dollars ($300,000.00) to be used to fund a Countywide Pavement Condition Assessment Project (hereafter “Project”); and

 

WHEREAS, the Passaic County Engineer is seeking a contractor approved by the NJDOT to perform the Project; and

 

WHEREAS, Advanced Infrastructure Design, Inc., provided a quote to the Passaic County Engineer, attached hereto and made part hereof, for the Project, which includes automated data collection to assist the County in making informed programming decisions regarding the preservation and treatment of County roadways, in an amount not to exceed two hundred ninety-six thousand seven hundred twenty-eight dollars and seventy-seven cents ($296,728.77), which is recommended for approval by the Passaic County Engineer; and

 

WHEREAS, Advanced Infrastructure Design, Inc. has executed and notarized the County’s Business Entity Disclosure Certification for non-fair and open contracts required pursuant to N.J.S.A. 19:44A-20.8, which is attached to and made part of this resolution; and

 

WHEREAS, the Project is being fully funded by the NJDOT; and

 

WHEREAS, funds are available in Account No. G-01-45-711-026-911, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and

 

WHEREAS, this matter was discussed at the March 11, 2026 meeting of the Public Works Committee, and is being recommended to the Board for approval; and

 

NOW, THEREFORE LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(1)(a)(i), the Board of County Commissioners of the County of Passaic authorizes an award of contract to Advanced Infrastructure Design, Inc., in a total amount not to exceed two hundred ninety-six thousand seven hundred twenty-eight dollars and seventy-seven cents ($296,728.77), to conduct the Countywide Pavement Condition Assessment Project, as recommended by the Passaic County Engineer.

 

LET IT BE FURTHER RESOLVED, the Clerk to the Board shall publish on the Public Notices page of the County’s website a brief notice stating the nature, duration, service, and amount of the contract to Advanced Infrastructure Design, Inc., and maintain a copy of the resolution on file and available for public inspection in the Office of the Clerk to the Board.

 

LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this resolution
