RESOLUTION TO AMEND RESOLUTION R-24-690 DATED AUGUST 13, 2024 TO ALLOCATE ADDITIONAL FUNDS TO TANF AND TO GA/SNAP, AND TO EXTEND THE TERM OF THE CONTRACT TO SEPTEMBER 30, 2025.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter the “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, the mission of the Workforce Development Board (hereafter “WDB”) is to ensure that occupational investments are made in Passaic County to support workforce development, training, and job preparation for residents; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(b) specifically authorizes the County to utilize competitive contracting to procure services related to the administration of social service programs, under which this program falls; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution R-2017-0370, dated May 9, 2017, authorizing competitive contracting for WDB programs; and
WHEREAS, on June 8, 2022, the Purchasing Agent unsealed responses to Programs for WorkFirst New Jersey TANF GA SNAP, RFP-22-017 (hereafter “RFP-22-017”); and
WHEREAS, in accordance with the law, a Review Committee was convened to review the responses to RFP-22-017, and in a memorandum dated June 21, 2022, recommended an award of contract to various agencies for seven (7) programs, as listed in Resolution No. R-22-0671, dated July 19, 2022 with two (2) one-year options to renew; and

WHEREAS, pursuant to R-23-0725, the Board authorized the exercise of the first one-year option to renew for contracts for the period July 1, 2023 to June 30, 2024; and

WHEREAS, pursuant to R-24-690, dated August 13, 2024, the Board authorized the second one-year option to renew be exercised in the amount totaling eight hundred thousand and 00/100 ($800,000.00) dollars for the following four (4) programs to be funded for the term July 1, 2024 to June 30, 2025:

WHEREAS, the Director is requesting the amendment of R-24-690, dated August 13, 2024 to allocate an additional $96,000.00 to TANF and $104,000.00 to GA/SNAP, totaling $200,000.00, and to extend the term of the contract until September 30, 2025, as per the attached contract extension award granted by the NJ Department of Labor and Workforce Development for the following four programs:

Passaic County Community College - IM $24,000 $26,000 = $50,000
Paterson Public Schools $24,000 $26,000 = $50,000

TOTAL $96,000 $104,000=$200,000
WHEREAS, funds are available in Account Nos. G-01-041-725-024-213 and G-01-041-726-024-213 or any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendors executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendors are not involved in prohibited activities in Russia and Belarus, and the County confirmed vendors are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the May 20, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic hereby authorizes amendment of R-24-690, dated August 13, 2024, to allocate an additional $96,000.00 to TANF and $104,000.00 to GA/SNAP, totaling $200,000.00, and to extend the term of the contract until September 25, 2025, as per the attached contract extension award granted by the NJ Department of Labor and Workforce Development; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
