RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE RECOMMENDATION OF THE RFP REVIEW COMMITTEE FOR RFP-25-031 AND AWARD A CONTRACT TO CARE PLUS BERGEN, INC., DBA BERGEN NEW BRIDGE MEDICAL CENTER - TEEN T.H.R.I.V.E. FOR EVIDENCE-BASED OPIOID USE DISORDER TREATMENT AND ADJUNCTIVE SERVICES FOR A TERM TO BEGIN UPON AWARD AND TERMINATE DECEMBER 31, 2025, WITH FOUR (4) ONE (1)-YEAR OPTIONS TO RENEW.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and

 

WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and

 

WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and

 

WHEREAS, N.J.S.A. 40A:11-4.1(b) specifically authorizes the County to utilize competitive contracting to procure services related to the administration of social services programs, under which this program falls; and

 

 WHEREAS, the Purchasing Agent unsealed responses to RFP 25-031 Opioid Settlement Grant Administered by the Department of Human Services for a term to begin upon award and terminate on December 31, 2025, with four (4) one (1)-year options to renew; and

WHEREAS, in accordance with the law, a Review Committee convened to review the responses to RFP-25-031 and recommended an award of contract in the amount of one hundred thousand and 00/100 ($100,000.00) dollars to Care Plus Bergen, Inc. dba Bergen New Bridge Medical Center - Teen T.H.R.I.V.E. for a term commencing upon award and terminating on December 31, 2025, with four (4) one (1)-year options to renew; and

 

WHEREAS, the purpose of this award is to provide comprehensive and evidence-based treatment for adolescents with Opioid Use Disorder (OUD) and co-occurring mental health conditions through Partial Hospitalization (PHP) and Intensive Outpatient (IOP) levels of care; the program includes individual, family, and group counseling, recreational therapy, educational support, and case management to reduce opioid relapse and enhance family stability; and

 

                     WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for proposals is a fair and open process, specifically, the request for proposals for the projects under RFP-25-031 are publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and

                     WHEREAS, funds are available in Account Nos. G-01-41-816-022-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and

WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and

 

WHEREAS, this matter was discussed at the November 12, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) is authorizing a contract award to the following approved vendor named above totaling $100,000.00  for a term commencing immediately and terminating on  December 31, 2025, with four (4) one-(1) year options to renew; and

 

                     LET IT BE FURTHER RESOLVED, the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contracts to the approved vendors as stated herein and maintain a copy of the Resolution on file and available for public inspection in the Office of the Clerk to the Board; and

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
