RESOLUTION AUTHORIZING GRANT AWARDS FOR CALENDAR YEAR 2025 TO VARIOUS GOVERNMENTAL AGENCIES PROVIDING SERVICES FOR YOUTH INVOLVED WITH OR AT RISK OF INVOLVEMENT WITH THE JUVENILLE JUSTICE SYSTEM, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, the Director of the Department is recommending grant awards for calendar year 2025 to the following governmental agencies providing services for youth involved with, or at risk of involvement with, the juvenile justice system, for a total amount of three hundred ninety-eight thousand three hundred twenty-two dollars ($398,322.00), as follows:
1. A grant award to the City of Passaic Police Department, in the amount of eighty-one thousand five hundred sixty-six dollars ($81,566.00) for its Stationhouse Adjustment Program;
2. A grant award to the City of Passaic Police Department, in the amount of twenty-three thousand four hundred sixty-seven dollars ($23,467.00) for its regional Stationhouse Adjustment Program;
3. A grant award to the City of Passaic Police Department, in the amount of fifty-two thousand thirty-nine dollars ($52,039.00) for its local Stationhouse Adjustment Program;
4. A grant award to the City of Clifton Police Department, in the amount of seventeen thousand five hundred dollars ($17,500.00) for its Stationhouse Adjustment Program;
5. A grant award to Passaic County Technical-Vocational Schools, in the amount of one hundred thousand dollars ($100,000.00) for its Youth Opportunities Unlimited Program;
6. A grant award to the Superior Court of New Jersey, Passaic Vicinage, in the amount of fifteen thousand dollars ($15,000.00) for its Life Skills/Mentoring Program;
7. A grant award to the City of Paterson, Youth Services Bureau, in the amount of eighty-eight thousand seven hundred fifty dollars ($88,750.00) for its Evening Reporting Wellness Program; and
8. A grant award to the City of Paterson, Youth Services Bureau, in the amount of twenty thousand dollars ($20,000.00) for its Transitional Specialist Program; and
WHEREAS, funds are available in Account Nos. G-01-41-810-025-213 and G-01-41-823-025-213, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the February 4, 2025, Health and Human Services Committee meeting and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic authorizes grant awards for calendar year 2025 to the following governmental agencies providing services for youth involved with, or at risk of involvement with, the juvenile justice system, for a total amount of three hundred ninety-eight thousand three hundred twenty-two dollars ($398,322.00), as follows:
1. A grant award to the City of Passaic Police Department, in the amount of eighty-one thousand five hundred sixty-six dollars ($81,566.00) for its Stationhouse Adjustment Program;
2. A grant award to the City of Passaic Police Department, in the amount of twenty-three thousand four hundred sixty-seven dollars ($23,467.00) for its regional Stationhouse Adjustment Program;
3. A grant award to the City of Passaic Police Department, in the amount of fifty-two thousand thirty-nine dollars ($52,039.00) for its local Stationhouse Adjustment Program;

LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Department of Human Services and Director of the Board are authorized to take any action necessary to carry out the purposes of this resolution.
