RESOLUTION AUTHORIZING THE PASSAIC COUNTY SHERIFF’S OFFICE TO EXERICISE THE SECOND ONE-YEAR OPTION TO EXTRA DUTY SOLUTIONS, FOR ADMINISTRATION OF CONTRACT ROAD WORK/SECURITY DETAILS AND STAFF SCHEDULING SOFTWARE, PER BID RFP-23-029, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and 

 

                     WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and

 

                     WHEREAS, N.J.S.A. 40A:11-4.1(m) specifically authorizes the County to utilize competitive contracting to vendors for consulting services; and

 

                     WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board of County Commissioners of the County of Passaic (hereinafter “Board”) approved Resolution No. R-23-0840, authorizing competitive contracting for consulting services to oversee and manage the off-duty job program and time management software; and

 

WHEREAS, on September 20, 2023, the Passaic County Purchasing Agent issued RFP-23-029, Administration of Contracted Road Work/Security Details as well as Staff Scheduling Software for the Passaic County Sheriff’s Office (hereinafter “RFP-23-029”), seeking a qualified consultant to administer and schedule contract road work for the Passaic County Sheriff’s Office; and

 

WHEREAS, on October 19, 2023, responses to RFP-23-029 were unsealed, with only one respondent, Extra Duty Solutions, providing a response; and

 

WHEREAS, on November 21, 2023, the Board passed Resolution No. R-23-1095, authorizing an award of contract to Extra Duty Solutions to provide services under RFP-23-029 at no cost to the County, for the time period of December 1, 2023, through November 30, 2025, with three (3) one-year options to extend; and

 

                     WHEREAS, on October 14, 2025, the Board passed Resolution No. R-25-0980, exercising the first one-year option under the contract with Extra Duty Solutions, for a term beginning December 1, 2025, and expiring November 30, 2026; and

 

WHEREAS, the Passaic County Sheriff’s Office is now recommending that the Board exercise the second one-year option under the contract with Extra Duty Solutions under RFP-23-029, for the period beginning December 1, 2026, and expiring November 30, 2027; and

 

                     WHEREAS, this matter was discussed at the October 6, 2026, meeting of the Law and Public Safety Committee and is being recommended to the Board of for approval; and

 

 NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1 et seq., the Board of County Commissioners of the County of Passaic is exercising the second one-year option to Extra Duty Solutions under RFP-23-029, for the period beginning December 1, 2026, and expiring November 30, 2027.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board of County Commissioners of the County of Passaic are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
