RESOLUTION AUTHORIZING THE COUNTY OF PASSAIC TO ACCEPT A GRANT AWARD FROM THE NEW JERSEY DEPARTMENT OF COMMUNITY AFFAIRS UNDER THE 2026 RECREATIONAL OPPORTUNITIES FOR INDIVIDUALS WITH DISABILITIES GRANT PROGRAM, PURSUANT TO N.J.S.A. 40:20-1 ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq.; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Passaic Board of County Commissioners (the “Board”) is vested with the powers to make all decisions on behalf of the County; and
WHEREAS, the New Jersey Department of Community Affairs administers the Recreational Opportunities for Individuals with Disabilities (ROID) grant program, which is designed to help municipalities and counties provide inclusive, accessible recreational programs for individuals with disabilities; and
WHEREAS, the Passaic County Department of Parks & Recreation has applied for and been offered a grant award in the amount of $10,400.00 under the 2026 Recreational Opportunities for Individuals with Disabilities grant program; and
WHEREAS, the County of Passaic is required to provide a local match of no less than twenty percent (20%) of the total grant award; and
WHEREAS, the grant funds, together with the required local match, will be used by the Passaic County Department of Parks & Recreation to provide inclusive cooking classes for individuals with disabilities; and
WHEREAS, the classes will be held at Camp Hope, located at 1792 Union Valley Road, West Milford, New Jersey; and
WHEREAS, it is in the best interest of the County of Passaic to accept said grant award in order to expand inclusive and accessible recreational programming for individuals with disabilities; and
WHEREAS, the Director of the Department of Parks and Recreation is recommending that the Board approve the acceptance of a grant award in the amount of $10,400.00 from the New Jersey Department of Community Affairs under the 2026 Recreational Opportunities for Individuals with Disabilities grant program, to be used by the Passaic County Department of Parks & Recreation to provide inclusive cooking classes for individuals with disabilities at Camp Hope, 1792 Union Valley Road, West Milford, New Jersey; and
WHEREAS, funds are available in Account No. 6-01-28-198-001-R01 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the July 1, 2026 meeting of the Public Works Committee, and is being recommended to the Board for approval; and
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of the County of Passaic, State of New Jersey, that the County is hereby authorized to accept a grant award in the amount of $10,400.00 from the New Jersey Department of Community Affairs under the 2026 Recreational Opportunities for Individuals with Disabilities grant program, to be used by the Passaic County Department of Parks & Recreation to provide inclusive cooking classes for individuals with disabilities at Camp Hope, 1792 Union Valley Road, West Milford, New Jersey.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Director of the Board are authorized to execute the contracts and take any other steps necessary to carry out the purpose of this resolution.
