RESOLUTION AUTHORIZING REVISED GRANT AWARDS FOR THE 2025 SHELTER SERVICES FOR THE HOMELESS PROGRAM FOR THE TERM OF JANUARY 1, 2025, TO DECEMBER 31, 2025.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter the “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the County through its Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, the Director of the Department is requesting a resolution to revise the following for the 2025 Shelter Services for the Homeless Program for the term January 1, 2025, through December 31, 2025, as follows:
1) St. Peter’s Haven - Family Shelter - SSH TANF Shelter Services to decrease the award amount by $43,916.00 from $108,500.00 to $64,584.00 due to the decrease in level of service.
2) Center for Food Action - Homeless Prevention Services to increase the award amount by $21,958.00 from $113,150.00 to $135,608.00 to increase the level of service.
3) Center for Family Resources - Homeless Prevention Services to increase the award amount by $21,958.00 from $119,150.00 to $141,108.00 to increase the level of service.
WHEREAS, funds are available in Account Nos. G-01-41-811-025-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the October 21, 2025, meeting of the Health and Human services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic hereby authorizes revised grant awards for the 2025 Shelter Services for the Homeless Program for the term January 1, 2025, through December 31, 2025, as set forth above; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
