RESOLUTION AUTHORIZING A CLINICAL AFFILIATION AGREEMENT BY AND BETWEEN RUTGERS, THE STATE UNIVERSITY, AN INSTRUMENTALITY OF THE STATE OF NEW JERSEY, A PUBLIC ENTITY, ON BEHALF OF ITS RUTGERS BIOMEDICAL HEALTH SCIENCES - RUTGERS SCHOOL OF NURSING AND THE COUNTY OF PASSAIC, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter “Board”) are vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Health Services (hereafter “Department”) is responsible for protecting and promoting the health of approximately 510,000 residents of the County; and
WHEREAS, the Department is requesting a Clinical Affiliation Agreement (copy attached) by and between Rutgers, the State University, an instrumentality of the State of New Jersey, a public entity, on behalf of its Rutgers Biomedical and Health Sciences - Rutgers School of Nursing and the County for the clinical education of BSN and MSN Students in the Department of Rutgers, School of Nursing and County of Passaic d/b/a Passaic County Department of Health Services; and
WHEREAS, the University offers instruction in selected allied health disciplines. As part of each Program, University seeks relevant, supervised experiences in clinical practice settings. The purpose of the Clinical Affiliation Agreement is to identify the mutual responsibilities and expectations of the University and the clinical Facility; and;
WHEREAS, the term of this Clinical Affiliation Agreement shall run from January 01, 2024 (hereafter “Effective Date”) until January 01, 2026; and
WHEREAS, this matter was discussed at the January 16, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “County”) hereby authorizes a Clinical Affiliation Agreement by and between Rutgers, the State University, an instrumentality of the State of New Jersey, a public entity, on behalf of its Rutgers Biomedical Health Sciences - Rutgers School of Nursing and the County of Passaic for the clinical education of BSN and MSN Students in the Department of Rutgers, School of Nursing; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board are authorized to take any other action necessary to carry out the purposes of this Resolution.
