RESOLUTION EXERCISING FIRST ONE-YEAR OPTION UNDER CONTRACT WITH DR. WENDY K. STINSON TO PROVIDE PODIATRY SERVICES FOR PREAKNESS HEALTHCARE CENTER, PURSUANT TO N.J.S.A. 40A:11-5 AND RFQ-25-085

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, Preakness Healthcare Center (“Preakness”) is a New Jersey Department of Health licensed, 406-bed skilled nursing facility that is owned and operated by the Board; and
WHEREAS, on June 13, 2025, the Purchasing Agent issued RFQ-25-085, Podiatrists for Preakness Healthcare Center (“RFQ-25-085”) pursuant to N.J.S.A. 40A:11-5, seeking qualifications for podiatrists to provide timely on-site podiatry services for subacute and long-term care residents at Preakness, responses to which were unsealed on June 25, 2025; and
WHEREAS, on July 15, 2025, the Board passed Resolution No. R-25-631, authorizing an award of contract to Wendy K. Stinson, DPM to provide podiatry services to Preakness, during a term beginning on October 1, 2025 and ending on September 30, 2026, with the County retaining two (2) one-year options to renew, with all fees thereunder to be billed to third party reimbursement, all in accordance with the terms and conditions set forth in RFQ-25-085; and
WHEREAS, the Executive Director of Preakness is recommending that the County exercise the first one-year option to renew the above-described contract with Wendy K. Stinson, DPM, for a term beginning on October 1, 2026, and ending on September 30, 2027, with all fees thereunder to be billed to third party reimbursement; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., Wendy K. Stinson, DPM executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that she is not involved in prohibited activities in Russia and Belarus, and the County confirmed that Wendy K. Stinson, DPM is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the June 10, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5, the Board of County Commissioners of the County of Passaic exercises the first one-year option to renew the County’s contract with Wendy K. Stinson, DPM under RFQ-25-085, Podiatrists for Preakness Healthcare Center, for a term beginning on October 1, 2026 and ending on September 30, 2027, with all fees thereunder to be billed to third party reimbursement, all in accordance with the terms and conditions set forth in RFQ-25-085.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, Executive Director of Preakness, and Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
