RESOLUTION AUTHORIZING THE COUNTY TO APPLY FOR A GRANT FROM THE NEW JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION, GREEN ACRES PROGRAM THROUGH THE URBAN PARKS INITIATIVE, FOR A PROJECT AT GARRET MOUNTAIN RESERVATION, PURSUANT TO N.J.S.A. 40A:20-1, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, the New Jersey Department of Environmental Protection, Green Acres Program (“State”), provides grants and/or loans to municipal and county governments and grants to nonprofit organizations for assistance in the acquisition, development, and stewardship of lands for outdoor recreation and conservation purposes, including through the Urban Parks initiative; and

 

WHEREAS, the County desires to further the public interest by obtaining Urban Parks grant funding in the amount of six hundred thousand dollars ($600,000.00) from the State to fund the renovation of the basketball courts at Garret Mountain Reservation, with the goal of improving safety and accessibility for park users of all ages and abilities while enhancing recreational opportunities in this popular urban park; and

 

WHEREAS, the State will determine if the application is complete and in conformance with the scope and intent of the Green Acres Program, and notify the applicant of the amount of the funding award; and

 

WHEREAS, the County is willing to use the State’s funds in accordance with such rules, regulations, and applicable statutes, and is willing to enter into an agreement with the State for the above-named project; and

 

WHEREAS, if awarded, the County agrees to provide its matching share to the Green Acres funding request, if any; and

 

WHEREAS, this matter was discussed at the January 15, 2025 Administration and Finance Committee meeting, and is being recommended to the Board for approval.

 

NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic hereby declares that Matthew P. Jordan, County Administrator, is hereby authorized to:

 

1.                     Apply for and accept the Urban Parks funding from the New Jersey Department of Environmental Protection, Green Acres Program in the amount of six hundred thousand dollars ($600,000.00);

2.                     Provide additional application information and furnish such documents as may be required.

3.                     Act as the authorized correspondent of the County.

 

LET IT BE FURTHER RESOLVED, that the County agrees to provide its matching share to the Green Acres funding request, if a match is required.

 

LET IT BE FURTHER RESOLVED, in the event the State’s funds are less than the total project cost specified above, the applicant has the balance of funding necessary to complete the project.

 

LET IT BE FURTHER RESOLVED, that the County agrees to comply with all applicable federal, state, and local laws, rules, and regulations in its performance of the project.

 

LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, County Administrator, Director of Cultural & Historic Affairs, and the Director of the Board are authorized to take any actions necessary to carry out the purpose of this resolution.

 

LET IT BE FURTHER RESOLVED, that this resolution shall take effect immediately.
