RESOLUTION AUTHORIZING AN INCREASE IN APPROPRIATION AWARDED TO JUNKLUGGERS OF NORTHERN NEW JERSEY FOR PERFORMING ADDITIONAL SERVICES OVER AND ABOVE THE ORIGINAL ESTIMATE FOR CLOSING THE PASSAIC COUNTY JAIL, PURSUANT TO N.J.S.A. 40A:11-1

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

                      WHEREAS, pursuant to N.J.S.A. 40:20-1 the Passaic Board of County Commissioners (hereafter “Board”) is vested with decision-making powers on behalf of the County; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., for every contract awarded by the County for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold established pursuant to N.J.S.A. 40A:11-3, shall be awarded by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and

 

WHEREAS, on December 28, 2023, the Board passed Resolution No. R-23-1260 authorizing an award of contract to Junkluggers of Northern New Jersey, in a total amount not to exceed thirty-seven thousand seven hundred sixty-five dollars ($37,765.00) for the cleanout and removal of contents in the Passaic County Jail, at 11 Marshall Street in the City of Paterson; and

 

WHEREAS, the Superintendent of Buildings and Grounds is seeking authorization for an increase appropriation to Junkluggers of Northern New Jersey in the amount not to exceed four thousand nine hundred ninety-five dollars ($4,995.00) to pay for additional services over and above the original estimate for closing the Passaic County Jail at 11 Marshall Street in the City of Paterson, with a new total award amount of forty-two thousand seven hundred sixty dollars ($42,760.00); and 

 

            WHEREAS, funds are available in Account No. 4-01-31-225-001-U07 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and

 

                     WHEREAS, this matter was discussed at the February 7, 2024, meeting of the Public Works Committee and is being recommended to the Board for approval; and

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant N.J.S.A. 40A:11-1, the Board of County Commissioners of the County of Passaic is authorizing the increase in appropriation under the contract to Junkluggers of Northern New Jersey in the amount not to exceed four thousand nine hundred ninety -five dollars ($4,995.00) for additional services over and above the original estimate for closing the Passaic County Jail at 11 Marshall Street in the City of Paterson, with a new total award amount of forty-two thousand seven hundred sixty dollars ($42,760.00).

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
