RESOLUTION EXERCISING THE SECOND OPTION YEAR WITH VARIOUS VENDORS TO RENEW TOWING AND STORAGE SERVICES FOR PASSAIC COUNTY’S DEPARTMENTS AND INSTITUTIONS, AS PER RFP-24-009, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (the “Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and

 

                     WHEREAS, N.J.S.A. 40A:11-4.1(i) specifically authorizes the County to utilize competitive contracting to hire a vendor to perform services that are exempt under N.J.S.A. 40A:11-5, including towing services; and

 

                     WHEREAS, on November 21, 2023, the Board approved Resolution No. R-23-1094, authorizing competitive contracting for towing and storage services pursuant to N.J.S.A. 40A:11-4.3; and

 

WHEREAS, on March 12, 2024, the Board adopted R-24-225 authorizing an award of contract to the various vendors for towing and storage services under RFP-24-009, on a rotating basis in the region, for one (1) year period beginning March 1, 2024, and ending on February 28, 2025, with two (2), one-year options to renew services:

 

REGION 1 (Passaic, Clifton and Woodland Park):

                     Essex County Recovery Bureau

                     Raineri’s Services Station, Inc.

                     City Wide Towing, Inc.

                     JML Inc. d/b/a J&M Towing

 

REGION 2 (Paterson, Prospect Park and Totowa):

                     Essex County Recovery Bureau

                     City Wide Towing, Inc.

                     JML Inc. d/b/a J&M Towing

                     Camp Auto & Truck Parts, Inc.

 

REGION 3 (Wayne, Pompton Lakes and Little Falls):

                     Essex County Recovery Bureau

                     City Wide Towing, Inc.

                     JML Inc. d/b/a J&M Towing

                     Camp Auto & Truck Parts, Inc.

 

REGION 4 (Hawthorne, Haledon and North Haledon):

                     Essex County Recovery Bureau

                     City Wide Towing, Inc.

                     Raven Towing & Recovery

                     Camp Auto & Truck Parts, Inc.

 

REGION 5 (West Milford, Ringwood, Wanaque and Bloomingdale):

                     Essex County Recovery Bureau

                     Camp Auto & Truck Parts, Inc.

 

                     WHEREAS, on December 30, 2024, the Board passed Resolution No. R-24-1250, exercising the first option year for the contracts under RFP-24-009, in a total amount not to exceed twenty-two thousand five hundred dollars ($22,500.00) for the option term commencing March 1, 2025 and expiring February 28, 2026; and

 

WHEREAS, the Passaic County Sheriff’s Office now recommends that the Board exercise the second option year to renew the contracts under RFP-24-009 with the various vendors for an estimated amount of sixty-two thousand five hundred dollars ($62,500), contingent on 2026 budget, for a term commencing March 1, 2026 and expiring February 28, 2027; and

 

WHEREAS, the Passaic County Sheriff’s Office recommends further that the following departments be certified with the amounts specified:

 

Passaic County Road Department - $50,000

Passaic County Prosecutor’s Office - $7,500.00

Passaic County Sheriff’s Office - $5,000.00; and

 

                     WHEREAS, this matter was discussed at the December 2, 2025 meeting of the Law and Public Safety Committee, and is being recommended to the Board for approval.

 

 NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1 et seq., the Board of County Commissioners for the County of Passaic hereby exercise second option year to renew the Towing and Storage Services for Passaic County’s Departments and Institutions with the vendors referenced herein, pursuant to RFP 24-009, for an estimated amount of sixty-two thousand five hundred dollars ($62,500.00), contingent on 2026 budget:

 

REGION 1 (Passaic, Clifton and Woodland Park):

                     Raineri’s Services Station, Inc.

                     City Wide Towing, Inc.

                     JML Inc. d/b/a J&M Towing

 

REGION 2 (Paterson, Prospect Park and Totowa):

                     JML Inc. d/b/a J&M Towing

                     Camp Auto & Truck Parts, Inc.

LET IT BE FURTHER RESOLVED, the Clerk of the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contract to these vendors, and maintain a copy of the resolution on file and available for public inspection in the Office of the Clerk to the Board.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Director of the Board of County Commissioners are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
