RESOLUTION AUTHORIZING THE DEPARTMENT OF HUMAN SERVICES, DIVISION OF MENTAL HEALTH AND ADDICTION SERVICES, TO APPLY FOR AND ACCEPT A GRANT FROM THE NEW JERSEY DIVISION OF MENTAL HEALTH AND ADDICTION SERVICES FOR COUNTY INNOVATION SERVICES, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens, and encompasses Division of Mental Health and Addiction Services (“Division”), which focuses on supporting a range of qualified treatment providers, programs, and initiatives to address mental health and addiction challenges; and
WHEREAS, the State of New Jersey, Department of Human Services, Division of Mental Health and Addiction Services has informed the Division that the County is eligible to apply for and accept a subrecipient grant award for County Innovation Services Contract No. 27-686-ADA-1, for the period from September 30, 2026, to September 29, 2027, in the amount of two hundred one thousand dollars one hundred and fifty-two dollars ($201,152.00); and
WHEREAS, this award is supported by a federal grant for New Jersey State Opioid Response (FAIN H79TI087774; ALN: 93.788), and will fund County Innovation services in Passaic County; and
WHEREAS, all expenditure must comply with the approved scope of work and budget, the approved 6% indirect cost rate, as well as all applicable federal and state requirements, and any special terms and conditions; and
WHEREAS, this matter was presented for the September 9, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic hereby authorizes the Director of the County’s Division of Mental Health and Addiction Services to apply for and accept a subrecipient grant award for County Innovation Services Contract No. 27-686-ADA-1, for the period from September 30, 2026 to September 29, 2027, in the amount of two hundred one thousand dollars one hundred and fifty-two dollars ($201,152.00), and subject to all terms, conditions, and requirements applicable to Contract No. 27-686-ADA-1.
LET IT BE FURTHER RESOLVED, that the Director of the Board, Clerk to the Board, County Counsel, Director of the Department, and Director of the Division of Mental Health and Addiction Services are hereby authorized to take any action necessary to carry out the purpose of this resolution, including executing the grant agreement.
