RESOLUTION AUTHORIZING THE DEPARTMENT OF HUMAN SERVICES, DIVISION OF MENTAL HEALTH AND ADDICTION SERVICES, TO APPLY FOR AND ACCEPT A GRANT FROM THE NEW JERSEY DIVISION OF MENTAL HEALTH AND ADDICTION SERVICES FOR THE COUNTY COMPREHENSIVE ALCOHOLISM AND DRUG ABUSE SERVICES CONTRACT FOR CALENDAR YEAR 2027, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens, and encompasses Division of Mental Health and Addiction Services (“Division”), which focuses on supporting a range of qualified treatment providers, programs, and initiatives to address mental health and addiction challenges; and
WHEREAS, the State of New Jersey, Department of Human Services, Division of Mental Health and Addiction Services has informed the Director of the Division that the County is eligible to apply for and accept the County Comprehensive Alcoholism and Drug Abuse Services Contract No. 27-538-ADA-0 for calendar year 2027, beginning January 1, 2027, and ending December 31, 2027, in the amount of nine hundred eighty-seven thousand eight hundred and twenty-one dollars ($987,821.00); and
WHEREAS, this is an annually recurring grant that is used for the development of prevention, early intervention, treatment, and recovery support services related to alcohol and drug misuse and addiction; and
WHEREAS, the required County cash match to accept these funds is one hundred sixty-eight thousand three hundred and two dollars ($168,302.00), and the prevention/education reserve is seventy-nine thousand two hundred thirty-seven dollars ($79,237.00); and
WHEREAS, funds are available in Account No. 7-01-27-162-004-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2027 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was presented for the August 26, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic hereby authorizes the Director of the County’s Division of Mental Health and Addiction Services to apply for and accept a grant from the New Jersey Division of Mental Health and Addiction Services under County Comprehensive Alcoholism and Drug Abuse Services Contract No. 27-538-ADA-0 for calendar year 2027, beginning January 1, 2027 and ending December 31, 2027, in the amount of nine hundred eighty-seven thousand eight hundred and twenty-one dollars ($987,821.00).
LET IT BE FURTHER RESOLVED, that the Director of the Board, Clerk to the Board, County Counsel, Director of the Department, and Director of the Division of Mental Health and Addiction Services are hereby authorized to take any action necessary to carry out the purpose of this resolution, including executing the grant agreement.
