RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO AUDREY HEPBURN CHILDREN’S HOUSE, THE NORTHERN REGIONAL DIAGNOSTIC CENTER OF HACKENSACK UNIVERSITY MEDICAL CENTER, WITHIN THE NETWORK OF HACKENSACK MERIDIAN HEALTH, PURSUANT TO N.J.S.A. 40A:11-5(1)(a)(i)

WHEREAS, the County of Passaic (the “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (the “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Prosecutor’s Office (the “PCPO”) is seeking an agency to provide clinical services at the Passaic County Child Advocacy Center; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5(1)(a)(i), any contract the amount of which exceeds the bid threshold, may be negotiated and awarded by the governing body without public advertising for bids and bidding therefor and shall be awarded by resolution of the governing body if it is for the provision of professional services; and
WHEREAS, the PCPO is seeking to enter into an agreement with Audrey Hepburn Children’s House, the Northern Regional Diagnostic Center of Hackensack University Medical Center within the network of Hackensack Meridian Health to provide clinical services for the Passaic County Child Advocacy Center, in an amount not to exceed twenty thousand dollars ($20,000.00) for the period of August 11, 2026, through August 10, 2027; and
WHEREAS, Audrey Hepburn Children’s House, the Northern Regional Diagnostic Center of Hackensack University Medical Center within the network of Hackensack Meridian Health, executed and notarized the County’s Business Entity Disclosure Certification for non-fair and open contracts required pursuant to N.J.S.A. 19:44A-20.8, which is attached to and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the vendor has executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed they are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. 6-01-20-109-001-213, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the August 4, 2026 meeting of the Law and Public Safety Committee, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(1)(a)(i), that the Board of County Commissioners of the County of Passaic authorizes an award of contract to Audrey Hepburn Children’s House, the Northern Regional Diagnostic Center of Hackensack University Medical Center within the network of Hackensack Meridian Health in an amount not to exceed twenty thousand dollars ($20,000.00) for the period of August 11, 2026, through August 10, 2027, to provide clinical services for the Passaic County Child Advocacy Center.
LET IT BE FURTHER RESOLVED, the Clerk of the Board shall publish, on the County’s public notices website, a brief notice stating the nature, duration, service, and amount of the contract to Audrey Hepburn Children’s House, the Northern Regional Diagnostic Center of Hackensack University Medical Center within the network of Hackensack Meridian Health, and maintain a copy of the resolution on file and available for public inspection in the Office of the Clerk to the Board.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this resolution.
