WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, the State of New Jersey has allocated one hundred and fifty thousand dollars ($150,000.00) within each county for a statewide total of $3.15 million in Local Efficiency Achievement Program (hereafter “LEAP”) funds for Challenge Grants that support efficiency-generating shared services, promote innovation among peer communities and counties across New Jersey, and challenge municipalities and counties to collaborate on more extensive partnerships that produce shared services of greater significance than is customary; and

 

WHEREAS, the New Jersey Department of Community Affairs, Division of Local Government Services (“DLGS”) is tasked with administering these LEAP grant funds; and

 

WHEREAS, the County desires to apply to DLGS for a 2025 LEAP Challenge Grant in the amount of one hundred fifty thousand dollars ($150,000.00) for the purpose of conducting a feasibility study of county-wide emergency management services to enable the County to provide such services in a more coherent fashion; and

 

WHEREAS, the County is the lead agency in this program, and acknowledges and accepts the responsibility of acting as applicant and administrator for this grant on behalf of all participating local units; and

 

WHEREAS, the purpose of the project submitted in this grant application is intended to provide benefits to participating local units’ residents through the improved sharing of emergency management services; and

 

WHEREAS, this matter was discussed at the May 14, 2025 meeting of the Administration and Finance Committee and is being recommended to the Board for approval.

 

NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic authorizes the County of Passaic to apply for a 2025 LEAP Challenge Grant in the amount of one hundred fifty thousand dollars ($150,000.00) for a feasibility study of county-wide emergency management services.

 

LET IT BE FURTHER RESOLVED, if said grant is awarded, the Board authorizes the acceptance of such award and the terms and conditions specified in the associated agreement, as well as the execution of such agreement.

 

 LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, County Administrator, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
