RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO COLLIERS ENGINEERING & DESIGN, INC., FOR ON-CALL CONSTRUCTION TESTING SERVICES FOR THE OLDHAM ROAD IMPROVEMENTS PROJECT IN THE TOWNSHIP OF WAYNE, PER BID SB-25-005, PURSUANT TO N.J.S.A. 40A:11-4, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and

WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold, shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and

WHEREAS, on October 3, 2024, the Purchasing Agent issued Bid No. SB-25-005, On-Call Construction and Geotechnical Testing Services (hereafter “SB-25-005”) seeking sealed proposals from qualified bidders to establish a pool of qualified testing companies with established unit prices to perform concrete testing, asphalt testing, nontechnical borings, and various laboratory testing, analysis, and reporting for the County on an as-needed basis beginning January 1, 2025, and expiring December 31, 2026; and

WHEREAS, on November 18, 2024, the Board passed Resolution R-24-1058 qualifying a list of two (2) contractors and unit prices to perform on-call construction and geotechnical testing services on an as-needed basis for the period beginning on January 1, 2025, and ending December 31, 2026, which included Colliers Engineering & Design, Inc.; and

WHEREAS, Colliers Engineering & Design, Inc., submitted a proposal, attached hereto and made part hereof, in the amount of four thousand eight hundred dollars ($4,800.00), for concrete and soil testing, associated with the Oldham Road Improvements Project in the Township of Wayne, which is being recommended for approval by the Passaic County Engineer; and

WHEREAS, funds are available in Account No. C-04-55-194-009-920, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and

WHEREAS, this matter was discussed at the August 26, 2026 meeting of the Public Works Committee and is being recommended to the Board for approval.

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4, et seq., that the Passaic County Board of County Commissioners hereby authorizes an award of contract to Colliers Engineering & Design, Inc., in an amount not to exceed s four thousand eight hundred dollars ($4,800.00), for concrete and soil testing, associated with the Oldham Road Improvements Project in the Township of Wayne, as recommended by the County Engineer.

LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
