RESOLUTION AUTHORIZING THE PASSAIC COUNTY DEPARTMENT OF HUMAN SERVICES TO APPLY FOR AND ACCEPT A GRANT AWARD FROM THE STATE OF NEW JERSEY, DEPARTMENT OF HUMAN SERVICES, DIVISION OF AGING SERVICES FOR THE MEDICAID PEER GROUPING REIMBURSEMENT SYSTEM FOR COUNTY-OPERATED LONG-TERM CARE FACILITIES FOR CALENDAR YEAR 2024, PURSUANT TO N.J.S.A. 40:20-1, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“County”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for the County’s disadvantaged and homeless citizens; and
WHEREAS, the Governmental Peer Grouping System was adopted, in large part, as a means of providing a stable, predictable financial base for a home and community based long-term care system; and
WHEREAS, the Medicaid Peer Grouping Reimbursement System requires each participating county to annually commit a portion of its net increased revenues to expansion of home and community-based services for frail elderly people and people with disabilities who might otherwise require nursing home care; and
WHEREAS, the State of New Jersey, Department of Human Services, Division of Aging Services has informed the Department that it is eligible for an estimated grant award in the amount of three hundred thirty-one thousand two hundred twenty-eight dollars ($331,228.00) for the Medicaid Peer Grouping Reimbursement System for county-operated long-term care facilities for calendar year 2024, in accordance with letter dated February 20, 2024, attached hereto and made part of this Resolution; and
WHEREAS, based on estimates prepared by the State of New Jersey, Department of Human Services, the County can anticipate that three hundred thirty-one thousand two hundred twenty-eight dollars ($331,228.00) in increased revenue will be generated by the Medicaid Peer Grouping Reimbursement System in calendar year 2024, with the County providing a net match of fifty percent (50%); and
WHEREAS, pursuant to N.J.S.A. 30:4D-7(t)(3), by March 31 of each year, the Board shall submit a report to the Commissioner of Human Services of the State of New Jersey on the intended use of the savings in County expenditures which result from the increased federal reimbursement; and
WHEREAS, N.J.S.A. 30:4D-7(t)(3) further requires the Board, with the advice of agencies providing social and health related services, to use not less than ten percent (10%) and no more than fifty percent (50%) of the savings in County expenditures which result from the increased federal reimbursement for community-based social and health related programs for elderly and disabled persons who may otherwise require nursing home care; and
WHEREAS, this matter was discussed at the March 5, 2024, Health & Human Services Committee meeting, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the Passaic County Department of Human Services to apply for and accept a grant award from the State of New Jersey, Department of Human Services, Division of Aging Services, for the Medicaid Peer Grouping Reimbursement System for county-operated long-term care facilities for calendar year 2024, in the amount of three hundred thirty-one thousand two hundred twenty-eight dollars ($331,228.00).
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Executive Director of Human Services, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
