RESOLUTION AUTHORIZING AN AWARD CONTRACT TO ST. JOSEPH HEALTH TO PROVIDE ALTERNATE RESPONSES TO REDUCE INSTANCES OF VIOLENCE AND ESCALATION (ARRIVE) TOGETHER CRITICAL INCIDENT MODEL SERVICES, AS PER RFP-25-016, PURSUANT TO N.J.S.A. 40A:11-5, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS,  pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and 

 

WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and

 

WHEREAS, N.J.S.A. 40A:11-4.1(f) specifically authorizes the County to utilize competitive contracting to procure vendors for emergency medical services; and

 

WHEREAS, on December 30, 2024, the Board approved Resolution R-24-1251 authorizing the use of competitive contracting to procure mental health professionals for the SFY25 Alternative Responses to Reduce Instances of Violence and Escalation (ARRIVE) Together Critical Incident Model Grant to ensure that a mental health professional is available to respond to all incidents involving a barricaded individual or hostage situation as required by the Attorney General’s Directive Revising the Statewide Use of Force Policy to Incorporate Addendum C Addressing Law Enforcement Responses to Barricaded Individuals (“UOF Addendum C”) issued on August 22, 2024.

 

                     WHEREAS, on February 4, 2025, the County issued RFP-25-016, Re-Bid SFY25 Alternate Responses to Reduce Instances of Violence and Escalation (ARRIVE) Together Critical Incident Model (“RFP-25-016”), for a contract period to begin effectively on the date the contract is awarded for twelve consecutive (12) months, with two (2) one-year renewal options pursuant to N.J.S.A. 40A:11-5 et seq; and

 

WHEREAS, on February 26, 2025, the PCPO met and reviewed the score responses to RFP-016 with one response from St. Joseph's Health, which is attached and made a part of this Resolution; and

 

WHEREAS, the PCPO recommends an award of contract to St. Joseph Health to provide alternate responses to reduce instances of violence and escalation (ARRIVE) together critical incident model services, pursuant to RFP-25-016, in the amount of one hundred twenty-six thousand dollars ($126,000.00) for a contract period to begin effectively on the date the contract is awarded for twelve consecutive (12) months, with two (2) one-year renewal options; and

 

                     WHEREAS, this matter was discussed by the Law and Public Safety Committee on March 4, 2025, and is being recommended to the Board for approval; and

 

                      NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1(f)  that the Board of County Commissioners of the County of Passaic is authorizing an award of contract to St. Joseph Health to provide alternate responses to reduce instances of violence and escalation (ARRIVE) together critical incident model services in the amount of one hundred twenty-six thousand dollars ($126,000.00) for a contract period to begin effectively on the date the contract is awarded for twelve consecutive (12) months, with two (2) one-year renewal options.

 

LET IT BE FURTHER RESOLVED, the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contract to St. Joseph Health maintain a copy of the resolution on file and available for public inspection in the Office of the Clerk to the Board.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Prosecutor, County Counsel, and Director of the Board of County Commissioners are authorized to execute the contract and take any other steps necessary to carry out the purpose of this Resolution.
