RESOLUTION AMENDING GRANT AGREEMENT NO: DOAS26AAA016 2026 MID-YEAR ALLOCATIONS FROM $2,960,768.00 TO $4,411,053.00 FOR AN INCREASE AMOUNT OF $1,450,285.00.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision-making powers on behalf of the County; and 

 

WHEREAS, the County, through its Department of Senior Services (hereafter “Department”), provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and

 

WHEREAS, in the Policy Memorandum No. 2026-7, dated June 30, 2026, attached hereto and made a part hereof, the State of New Jersey, Department of Human Services, Division of Aging Services, noticed the County of the midyear amendment/budget revision for the 2026 Area Plan Contract (hereafter “APC”), APC 2026 Area Agency on Aging (hereafter “AAA”) allocations and total AAA funding levels; and

 

WHEREAS, the Board desires to pass a Resolution amending Grant Agreement No. DOAS26AAA016 2026 Mid-Year Allocations, from $2,960,768.00 to $4,411,053.00, for an increase of $1,450,285.00; and

 

                     WHEREAS, the $1,450,285.00 amendment increase, as attached, is in accordance with the following breakdown, by fund source:

 

                     Title III B: $356,878.00 increase, raising the total fund source amount from $316,496.00 to $673,374.00;

                     Title III C1: $391,379.00 increase, raising the total fund source amount from $389,556.00 to $780,935.00;

                     Title III C2: $331,687.00 increase, raising the total fund source amount from $304,065.00 to $635,752.00;

                     Title III D: $28,243.00 increase, raising the total fund source amount from $20,162.00 to $48,405.00;

                     Title III E: $149,979.00 increase, raising the total fund source amount from $147,923.00 to $297,902.00; and

                     State Match Funds: $90,728.00 increase, raising the total funding source amount from $90,727.00 to $181,455.00; and

                     Nutrition Services Incentive Program (NSIP): $101,391.00 increase, raising the total funding source amount from $32,779.00 to $134,170.00; and

 

                     WHEREAS, the grant increase will provide additional funding for grantees to provide supportive services to eligible seniors throughout Passaic County; and

 

                     WHEREAS, the service period for all fund sources included in the 2026 Area Plan Contract is January 1, 2026, through December 31, 2026; and

 

WHEREAS, this matter was discussed at the July 29, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and

 

NEW THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic (hereafter “Board”), hereby amends Grant Agreement No. DOAS26AAA016 2026 Mid-Year Allocations, from $2,960,768.00 to $4,411,053.00, for an increase of $1,450,285.00, as stated herein; and

 

LET IT BE FURTHER RESOLVED, that the Director of the Board and Clerk to the Board are hereby authorized to execute the aforesaid amended Grant Agreement DOAS26AAA016 2026 Mid-Year Allocations, to carry out the terms thereof, subject to the actual receipt of the above-stated funds from the New Jersey Department of Human Services, Division of Aging Services.
