RESOLUTION APPROVING TITLE VI PLAN FOR PASSAIC COUNTY PARATRANSIT PROGRAM, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Senior Services (hereafter “Department”) provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, the Department operates the Passaic County Paratransit Program (“Paratransit Program”), which provides transportation for the County’s senior citizens and disabled residents in need of non-emergency rides to medical appointments, shopping centers, group work programs, and County-run nutrition and adult day care sites; and
WHEREAS, transportation services provided by Paratransit Program are in whole or in part funded by federal funds received through New Jersey Transit, and as such are subject to the requirements and regulations of the Federal Transit Administration (“FTA”), including FTA Circular 4702.1B: Title VI Requirements and Guidelines for Federal Transit Administration Recipients, which requires the County to approve a Title VI plan applicable to the Paratransit Program; and
WHEREAS, the Paratransit Program has developed a Title VI plan, attached hereto (“Title VI Plan”), which has been approved by New Jersey Transit, and which the Director of the Department is requesting that the Board approve, in accordance with guidance from the FTA and New Jersey Transit; and
WHEREAS, this matter was discussed at the February 18, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) hereby approves the attached Title VI Plan for the Paratransit Program, in compliance with all applicable requirements and regulations of Title VI of the Civil Rights Act of 1964, as amended.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department are authorized to take any other steps necessary to carry out the purpose of this Resolution.
