RESOLUTION AUTHORIZING PURCHASE OF ELECTRONIC EQUIPMENT FROM SHI INTERNATIONAL CORP. FOR PASSAIC COUNTY OFFICES LOCATED AT EDGAR DRIVE IN WEST MILFORD, NJ, PURSUANT TO N.J.S.A. 40A:11-12, ET.SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-12, et.seq., the County may, without advertising for bids or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract(s) for such goods or services entered into by the State of New Jersey, Department of the Treasury, Division of Purchase and Property; and
WHEREAS, the Director of the Department of Human Services is requesting a Resolution authorizing purchase of electronic equipment in the amount of $49,301.76 from SHI International Corp. for Passaic County offices located at Edgar Drive in West Milford, NJ; and
WHEREAS, SHI International Corp. submitted competitive pricing for the purchase of this electronic equipment under State Contract No. CK04/BC-BID-24-38; and
WHEREAS, funds are available in Account Nos. 5-01-27-161-001-213 in the amount of $3,274.60; 5-01-27-161-001-213 in the amount of $21,102.12; and G-01-41-816-022-213 in the amount of $24,925.04 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the March 11, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.SA. 40A:11-12, et.seq., the Board of County Commissioners of the County of Passaic authorizes the purchase of electronic equipment in the amount of $49,301.76 from SHI International Corp. for Passaic County offices located at Edgar Drive in West Milford, NJ; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel and the Director of the Department of Human Services are hereby authorized to take the necessary steps necessary to carry out the purpose of this Resolution.
