RESOLUTION AUTHORIZING THE BOROUGH OF WOODLAND PARK TO REALLOCATE THEIR 2023 OPEN SPACE PARK DEVELOPMENT AWARD IN THE AMOUNT OF $208,468 FROM THE ORIGINALLY AWARDED FRANK D. ZACCARIA PARK IMPROVEMENTS PROJECT TO THEIR 2025 ROSA PARK PLACE TENNIS/PICKLEBALL COURT IMPROVEMENTS PROJECT.

WHEREAS, the Board of County Commissioners of the County of Passaic (hereafter “Board”) created an Open Space, Farmland and Historic Preservation Trust Fund Program (hereafter “Program”) in conformity with the will of the voters in the 1996 election, as authorized by N.J.S.A. 40:12-15.2; and
WHEREAS, the purpose and goals of the above is to achieve, in partnership with others, a system of interconnected open spaces, whose protection will preserve and enhance New Jersey’s natural environment and its historic, scenic, and recreational resources for public use and enjoyment; and
WHEREAS, pursuant to the mandates of the Program, the said Board did approve and appoint an Open Space, Farmland and Historic Preservation Trust Fund Advisory Committee (hereafter “the Committee”) to study the open space issue and make recommendations concerning the distribution of funds to worthy applicants; and
WHEREAS, the Borough of Woodland Park (hereafter “the applicant”) was awarded Open Space Grants for the following projects:
2023 - Frank D. Zaccaria Park Improvement Project ($208,468)
2025 - Rose Place Park Tennis Courts/Pickleball Project ($225,000)
WHEREAS, specifically, the Borough is requesting that the remaining funds from the 2023 Frank D. Zaccaria Park Improvement Project ($208,468) be reallocated to the 2025 Rosa Park Place Tennis Courts/Pickleball Project ($225,000); and
WHEREAS, by way of correspondence from the applicant dated April 13, 2026, attached hereto and made part of this resolution, the applicant has clarified the following points:
• The project scope will encompass two (2) improved tennis courts and four (4) new pickleball courts for a total of six (6) courts as part of the project scope.
• Revised scope of work will include the following:
Removal and disposal of existing court surfaces and fencing
Full-depth pavement reconstruction and installation of new asphalt court systems
Installation of new fencing, nets, striping, and court surfacing systems
Conversion of existing tennis courts to accommodate dual-use play
Construction of four (4) new pickleball courts; two (2) new tennis courts
Associated grading, drainage, and minor site restoration improvements
WHEREAS, the total project cost will be $582,000; and
WHEREAS, should this request for reallocation be granted, $433,468 will be covered by Passaic County Open Space Trust Fund Grant Awards and $157,000 will be covered by the Borough of Woodland Park; and
WHEREAS, the Borough anticipates that the project will be finished within the two (2) year time frame of their 2025 award; their project timeline sets bid awards in Summer 2026 and project completion/reimbursement submission in Spring 2027; and
WHEREAS, the Board is desirous of approving this request, because the proposal furthers the intent and purpose of the County’s Open Space Program; and
WHEREAS, the matter was discussed at the April 16, 2026, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, for the reasons set forth above, the Board of County Commissioners of the County of Passaic hereby authorizes the Borough of Woodland Park to reallocate their 2023 Open Space Open Park Development Award in the amount of $208,468 from the originally awarded Frank D. Zaccaria Park Improvements project to their 2025 Rosa Park Place Tennis/Pickleball Court Improvements Project for a total project cost of $582,000; and
LET IT BE FURTHER RESOLVED that the Director and Clerk are hereby authorized to execute the appropriate agreements in connection with the above.
