RESOLUTION TO AMEND RESOLUTION R-24-1207, DATED DECEMBER 30, 2024, AND TO AMEND RESOLUTION R-25-370, DATED APRIL 22, 2025, TO PATERSON NJ OPPORTUNITIES INDUSTRIALIZATION CENTER, INC. UNDER RFP-24-008 TRANSPORTATION SERVICES GRANT FOR LICENSE RESTORATION AND VEHICLE MAINTENANCE FOR THE TERM OF JANUARY 1, 22025, TO DECEMBER 31, 2025.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter the “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, pursuant to Resolution R-24-1207, dated December 30, 2024, and Resolution R-25-370, dated August 12, 2025, the Board authorized awards to the Paterson NJ Opportunities Industrialization Center Inc. to provide the following services accordingly:
1) License Restoration - $120,000.00 - $76,228.00 = $43,772.00
2) Vehicle Maintenance - amount not to exceed $50,000.00 - $3,500.00 = $46,500.00
WHEREAS, the purpose of this resolution is to amend same to allocate an additional amount of $13,875.00 for License Restoration Program for calendar year 2025 from January 1, 2025, to December 31, 2025, making the total License Restoration award in the amount of $57,647.00; and
WHEREAS, the purpose of this resolution is also to decrease the Vehicle Maintenance Program award by $13,875.00 due to the decrease in services for calendar year 2025 from January 1, 2025, to December 31, 2025, making the total Vehicle Maintenance award in the amount of $32,625.00; and
WHEREAS, awards to the agency are to provide the following services accordingly:
1) License Restoration - $120,000.00 - $76,228.00 = $43,772.00 + $13,875.00 = $57,647.00
2) Vehicle Maintenance - amount not to exceed $50,000.00 - $3,500.00 = $46,500.00 - $13,875.00 = $32,625.00
WHEREAS, funds are available in Account No. G-01-41-815-025-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the October 21, 2025, meeting of the Health and Human services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic hereby authorizes amendment of R-24-1207, dated December 30, 2024 and Resolution R-25-370, dated April 22, 2025, to allocate an additional $13,875.00 for the License Restoration Program for calendar year 2025 from January 1, 2025 to December 31, 2025 making the total License Restoration award in the amount of $57,647.00 and to decrease the Vehicle Maintenance Program award by $13,875.00 due to the decrease in services for calendar year 2025 from January 1, 2025 to December 31, 2025 making the total Vehicle Maintenance award in the amount of $32,625.00; and
LET IT BE FURTHER RESOLVED, that all the other terms and conditions as set forth in Resolution R-24-1207, dated December 30, 2024, and in Resolution R-25-370, dated April 22, 2025, remain in full force and effect; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
