RESOLUTION AUTHORIZING THE PASSAIC COUNTY PARA-TRANSIT SYSTEM TO ALLOCATE GRANT FUNDS TO MUNICIPALITIES, TO PROVIDE SENIOR TRANSPORTATION SERVICES TO THE ELDERLY AND RESIDENTS WITH DISABILITIES, PURSUANT TO N.J.S.A. 40A:65-1, ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County, through its Department of Senior Services (hereafter “Department”), provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, the Department operates the Passaic County Para-Transit System, providing transportation for the County’s senior citizens and disabled residents in need of transportation services; and
WHEREAS, the Uniform Shared Services and Consolidation Act, N.J.S.A. 40A:65-1, et seq., authorizes the County to enter into an agreement with any other local unit or units to provide or receive any service that each local unit participating in the agreement is empowered to provide or receive within its own jurisdiction; and
WHEREAS, by virtue of Resolution No. R-23-0559 dated June 13, 2023, the Department applied for and accepted funds for the Fiscal Year 2024 under the Senior Citizen and Disabled Resident Transportation Assistance program (hereafter “SCDRTAP”) in the amount of One Million Five Hundred Ninety Six Thousand Five Hundred and 00/100 ($1,596,500.00) Dollars to provide transportation services for the elderly and residents with disabilities in the County; and
WHEREAS, by virtue of Resolution No. R-23-0891 dated September 26, 2023, the Department applied for and accepted funds for the 2024 Area Plan Contract, to be used by municipalities to provide senior transportation services to and from their municipal nutrition sites and the Passaic County Adult Day Care Program; and
WHEREAS, the Department desires to allocate SCDRTAP funds and portions of the 2024 Area Plan Contract funds to the City of Clifton in the amount of One Hundred Thirty Thousand One Hundred Sixty-Three and 00/100 ($130,163.00) Dollars and to the City of Passaic in the amount of Sixty Thousand Four Hundred Two and 00/100 ($60,402.00) Dollars, to provide transportation services to medical appointments, shopping, recreational activities, transportation services to and from nutrition sites within their municipalities and the Passaic County Adult Day Care Program; and
WHEREAS, funds are available in Account No. G-01-41-803-023-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the April 2, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:65-1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “County”) hereby authorizes the Department of Senior Services to enter into shared service agreements with the City of Clifton in the amount of One Hundred Thirty Thousand One Hundred Sixty Three and 00/100 ($130,163.00) Dollars and with the City of Passaic in the amount of Sixty Thousand Four Hundred Two and 00/100 ($60,402.00) Dollars to provide transportation services to and from nutrition sites within their municipalities and the Passaic County Adult Day Care Program; and
LET IT BE FURTHER RESOLVED, that the Director of the Board, the Clerk to the Board, and County Counsel are authorized to take the necessary actions to carry out the purpose of this Resolution.
