RESOLUTION AUTHORIZING THE PASSAIC COUNTY OFFICE OF EMERGENCY MANAGEMENT TO ACCEPT A GRANT INCREASE UNDER THE FFY23 URBAN AREA SECURITY INITIATIVE (UASI) GRANT; PURSUANT TO N.J.S.A. 40:20-1

WHERAS, the County of Passaic (hereinafter the “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioner of the County of Passaic (hereinafter the “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, on October 24, 2023, the Board passed Resolution No. R-23-1010, authorizing the Passaic County Office of Emergency Management (hereinafter “OEM”) to apply for and accept the FFY23 Urban Area Security Initiative (UASI) Grant (CFDA #97.067, Award #EMW-2023-SS-00027), in the amount of two hundred fifty-nine thousand dollars ($259,000.00) to support its grant initiatives and payment of certain salaries for the period of September 1, 2023, to July 31, 2026; and
WHEREAS, OEM has been informed that it is eligible to accept an increase under this grant in the increased amount of forty-five thousand dollars ($45,000.00) with a new total award amount under the FFY23 Urban Area Security Initiative (UASI) Grant (CFDA #97.067, Award #EMW-2023-SS-00027) in the amount of three hundred four thousand dollars ($304,000.00); and
WHEREAS, OEM is recommending that the Board authorize OEM to accept this grant, in order to cover payment of certain salaries; and
WHEREAS, this matter was discussed at the August 4, 2026, meeting of the Law and Public Safety Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED that the Board of County Commissioners for the County of Passaic hereby authorizes the Passaic County Office of Emergency Management to accept the grant increase under the FFY23 Urban Area Security Initiative (UASI) Grant (CFDA #97.067, Award #EMW-2023-SS-00027), in the increased amount of forty-five thousand dollars ($45,000.00) with a new total award amount in the amount of three hundred four thousand dollars ($304,000.00).
LET IT BE FURTHER RESOLVED, that OEM shall use the funds received for the purposes described in the application submitted for same.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, County Administrator, Director of the Office of Emergency Management, and Director of the Board of County Commissioners are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
